GUBBINS ARQUITECTOS + POLIDURA ARQUITECTOS Arquitectos Architects: Pedro Gubbins, Antonio Polidura Colaboradores Collaborators: Melisa Ortiz, Sebastián Pezoa, Sebastián Véjar, Juan Pérez, Felipe Hernández, Fernando Torres El diseño del centro cívico va acompañado por el diseño de un espacio público enfrente o a su alrededor, que se caracteriza por representar un conjunto de espacios al modo de un barrio cívico. Un lugar referente donde los vecinos pueden encontrarse y socializar en distintas instancias. Será un lugar de referencia comunal, barrial y vecinal, por lo cual los espacios públicos planteados son abiertos. Su tipología será la de plazas duras y verdes y parques de paseo, permitiendo el paso continuo de los vecinos y poniendo de manifiesto las señales culturales y sociales de la comuna, barrio y vecindario. Los nuevos edificios se levantan, permitiendo el libre paso a través de ellos, transformando a la municipalidad en una pieza activa dentro del sistema urbano. Dos áreas claramente identificables constituyen los espacios públicos principales que dan identidad al barrio cívico: Plaza Consistorial, un acceso público imponente, y la Plaza Cívica, que se configura como el corazón del barrio cívico y que conecta los recorridos. The design of the civic center goes hand in hand with the design of the public space in front and around it, which is characterized by representing a set of spaces in the manner of a civic neighborhood. A place of reference where neighbors can meet and socialize in different instances. It will be a place of district and neighborhood reference, for which the proposed public spaces shall be open. Its typology will be composed of hard and green squares and promenade parks, allowing the continuous passage of neighbors and highlighting the cultural and social signals of the district, neighborhood and local area. The new buildings are raised, allowing free passage and transforming the municipality into an active piece within the urban system. Two clearly identifiable areas constitute the main public spaces that give identity to the civic neighborhood: the Consistorial Plaza, an imposing public access, and the Civic Plaza, which is configured as the heart of the civic neighborhood connecting the circulations.
