Crear un gran sistema de parque continuo vincula tres zonas de Concepción previamente divididas. Al río Andalién se le da espacio para desbordarse, doblarse y serpentear, forjando un paisaje ondulado que se extiende desde la zona de nueva expansión urbana en el este hasta el paisaje del delta junto al mar. El río es el actor clave dentro de este rico paisaje acuático secuencial, que vuelve a asociar el marco urbano de la actual Concepción con el río, transformando y mejorando el extraordinario y ahora fuertemente protegido paisaje del delta. El nuevo borde del Andalién funciona como un amortiguador de inundaciones, al tiempo que garantiza una continuidad ecológica y arbórea entre el río y las zonas urbanas. Esta red vegetal funciona de forma simbiótica con la hidrología y desborda los espacios verdes existentes, anclando el nuevo distrito en un gran marco de paisaje. A juicio del jurado, "este proyecto destaca por su gran claridad conceptual, se mueve con facilidad desde conceptos vanguardistas en que se le da libertad al río, pero haciendo una lectura muy acertada del contexto. Diseña una contra propuesta basada en las tendencias de urbanización actuales y propone una restauración multi-escalar viable".
Creating a large continuous park system links three previously divided areas of Concepción. The Andalién river is given space to overflow, bend and meander, forging a wavy landscape that extends from the area of new urban expansion in the east to the landscape of the delta by the sea. The river is the key player in this rich sequential aquatic landscape, which reconnects the urban fabric of present-day Concepción with the river, transforming and improving the extraordinary and now strongly protected landscape of the delta. The new river edge of the Andalién works as a flood buffer, while guaranteeing ecological and arboreal continuity between the river and urban areas. This green network works symbiotically with hydrology and overflows towards the existing green spaces, anchoring the new district in a large landscape scenario. According to the jury, "this project stands out for its great conceptual clarity, moves easily from avant-garde concepts in which the river is given freedom, but making a very accurate reading of the context. It designs a counter proposal based on current urban design trends and proposes a feasible multi-scale restoration".
