Este edificio es producto de un concurso ganado a inicios de 1970, que los autores luego cambiaron, mejorando la propuesta inicial. El proyecto se inscribe, inevitablemen- te, dentro de los planes políticos y arquitectónicos del Gobierno Militar de la Primera Fase. La explotación del petróleo era, entonces, un asunto de dignidad nacional. Este edificio, casi obligatoriamente monumental, com- bina de manera interesante las superficies de concreto y las de vidrio. Darle a la esquina una escala más acorde a la calle. Lo valioso está en la manera amable de aco- modarse a la ciudad, manteniendo una altura prudente hacia la avenida Canaval y Moreyra. Este proyecto, por la precisión de su planteamiento, logra algo difícil de conseguir: la escala monumental no se contradice con la escala humana. This building is the result of a competition won at the be- ginning of 1970, which the authors later changed, improving the initial proposal. The project is inevitably registered within the military government's political and architectural plans for the First Phase. Oil exploitation was, at that time, a matter of national dignity. This building, almost obligatorily monumental, interest- ingly combines concrete and glass surfaces. It manages to provide the corner with a scale more in line with the street. The value lies in the gentle way it accommodates itself to the city, maintaining a prudent height towards Canaval and Moreyra avenues. This project, through the precision of its approach, achieves something difficult to attain: A monumental scale that does not contradict the human one.
