uestra revista no puede estar al margen de la grave situación en la que, y dicho oficialmente por el Ministerio de Vivienda y Urbanismo, vivimos. Una emergencia nacional con un déficit de, aproximadamente, 600 mil viviendas y más de 100 mil familias en tomas de terreno que deben ser atendidas prontamente. Sin embargo, y habiendo realizado un diagnóstico certero en nuestro número anterior, hoy queremos entregar una visión positiva, con testimonios y propuestas de soluciones que, al menos, permitan enfrentar con herramientas útiles y acciones efectivas el pro- blema con el que los arquitectos, sin duda alguna, empatizamos.

El camino se ve difícil y complejo, hay mucho por hacer, pero todo aporte con nuevas ideas y experiencias conocidas puede allanar el accidentado panorama en esta tan sensible materia. Para ello, no solo se deben incorporar sistemas industrializados, utilizar toda la legislación vigente al respecto y contar con la voluntad política de la autoridad, sino que, además, se debe recurrir a la valiosa cooperación del mundo privado, vital para avanzar con la rapidez y eficiencia que esta emergencia requiere. Junto a lo anterior, tenemos que integrar a las comunidades en el análisis y en la toma de decisiones, ya que su participación y conocimientos son fundamenta- les para lograr buenos proyectos y mejores resultados, tanto en la construcción de viviendas adecuadas y dignas, como en la estructuración de barrios y espacios públicos como conjuntos democráticamente armónicos y lugares equilibradamente densificados. Tenemos que “completar la ciudad”, como dice Elisa Silva en la entrevista de este número, incorporando estas áreas de viviendas espontáneas como partes integradas a nuestras urbes. Para abordar este tema, en esta edición hemos incluido las opiniones de la máxima autoridad del MINVU, el señor ministro Carlos Montes, y la de los arquitectos José Ramón Ugarte, Juan Pablo Urrutia, Antonio Lipthay, Gonzalo Carrasco, Cristián Robertson, Sebastián Muñoz y Rodrigo Tapia. Además de lo anterior, nuestra entrevistada internacional es la arquitecta venezolana Elisa Silva, quien nos nutre de su innovadora experiencia en las poblaciones de su país, compartiendo nuevas soluciones y estrategias para el problema de la vivienda. Hemos incorporado, también, la tesis de proyecto de Título de Camila Alegría, de la FAU de la Universidad de Chile, quien se aventuró en el análisis y la problemática de las híper-densidades en la comuna de Estación Central. Completan este número, la sección patrimonio con el sitio arqueológico Camino del Inca, Qhapaq Ñan, además de la participación de Iván Bravo como arquitecto invitado, junto a las obras de los socios AOA y los concursos. La contingencia nacional ha sido el hilo conductor de la línea editorial de nuestros cuatro últimos números y esta Revista 47 no podía estar ajena a ello. Contribuir a la emergencia habitacional será, sin duda, nuestro norte como Asociación y a ello invitamos a nuestros socios y oficinas AOA.

To address this issue, in this edition we have included the opinions of MINVU's highest authority, Minister Carlos Montes, and those of architects José Ramón Ugarte, Juan Pablo Urrutia, Antonio Lipthay, Gonzalo Carrasco, Cristián Robertson, Sebastián Muñoz and Rodrigo Tapia In addition to the above, our international in- terviewee is Venezuelan architect Elisa Silva who shares her innovative experience in her country's settlements, sharing new solutions and strategies to the housing problem. We have incorporated the thesis of Camila Alegria from the FAU of Universidad de Chile who ventured into the analysis and the problems of hyper-densities in the community of Estación Central. The heritage section is completed with the archaeological site ´The Inca Trail´, Qhapaq Ñan, as well as the participation of Iván Bravo as a guest architect, along with the work of the AOA members and competitions. The national contingency has been the guiding thread of the editorial line for our last four issues and this 47th Magazine could not stay away from it. Contributing to the housing emergency will undoubtedly be our goal as an Association and we invite our partners and AOA offices to do the same.
Our magazine cannot be on the sidelines regarding the serious situation that we are living in, as officially stated by the Ministry of Housing and Urbanism. A national emergency with a deficit of approximately 600,000 homes and more than 100,000 families in tomas must be addressed promptly. However, hav- ing made an accurate assessment in our previous issue, today we want to provide a positive vision, with testimonies and proposals for solutions that, at least, allow us to face the problem with useful tools and effective actions with which we architects undoubtedly empathize. The road ahead looks difficult and complex, there is a lot to be done, but any contribution with new ideas and knowledgeable experiences can smooth the bumpy road ahead in this sensitive matter. To achieve this, we must not only incorporate indus- trialized systems, use all the relevant legislation in force, and have the authorities' political will, but we must also resort to the valuable cooperation of the private sector, which is vital to moving forward with the speed and efficiency that this emergency requires. Along with the above, we have to involve the com- munities in the analysis and decision-making, since their participation and knowledge are fundamental to achieving sound projects and better results both in the construction of adequate and dignified housing and in structuring neighborhoods and public spaces as democratically harmonious ensembles and bal- anced densified places.
