Que el más sentido anhelo de los empleados durante los últimos años ha sido la implantación de un sistema de seguro social que les acuerde la debida protección en los riesgos de enfermedad, maternidad, invalidez, vejez y muerte; Que aunque en diversas oportunidades se ha anunciado que el Estado atendería tan noble y justa aspi- ración, llegándose hasta asignar terreno y rentas iniciales para las construcciones hospitalarias, esa iniciativa ha sido hasta ahora pospuesta; Que es propósito de la Junta Militar de Gobierno que los servicios asistenciales del Seguro de Enfermedad de Empleados tengan en todos sus aspectos el más alto grado de eficiencia que permitan los adelantos de la técnica; Que con este fin se proyecta edificar en Lima un Hospital Central, destinado a la concentración de los enfermos cuyo estado lo requiera, provenientes de todos los lugares de la República transportados en ambulan- cias terrestres y aeronáuticas, a fin de aprovechar con el máximo de eficacia y economía todos los elementos deseables de diagnóstico y terapéutica médica y quirúrgi- ca, así centralizados, pero manteniéndose en todo el país una red de hospitales regionales y locales con los medios suficientes para asistir adecuadamente a los pacientes cuya traslación al Hospital Central no sea necesaria; Que la obra de construcción de hospitales y adquisición y ha- bilitación de equipos para los servicios asistenciales del Seguro de Enfermedad, dadas su magnitud, su costo y su duración, debe ser emprendida de inmediato, establecién- dose, los recursos básicos correspondientes e iniciando su recaudación, de modo que tales fondos sean disponibles para ese fin, cuando queden terminadas las estadísti- cas, cálculos actuariales y planes técnicos respectivos; Que es voluntad definida de la Junta Militar de Gobierno llevar a delante con la mayor celeridad el Seguro Social del Empleado como una de sus más altas y provechosas contribuciones al progreso del Perú, al bienestar de su población y a la salud y mejoramiento de esta generación y de las venideras.
The most heartfelt desire of employees during the last few years has been the implementation of a social welfare system that would provide them with adequate protection against the risks of illness, maternity, disability, old age and death; Although on various occasions it was announced that the State would fulfill such a noble and just aspiration, going so far as to allocate land and initial funds to build hospitals, this initiative has been postponed until now; the Military Government Board wants the welfare services of the Employee Health Insurance have the highest degree of efficiency possible based on the advances of technology; to this end, they plan to build a Central Hospital in Lima, intended to provide the patients whose medical condition requires it, that would come from every part of the Republic transported by land and air ambulances, in order to take advantage of all the desirable diagnostic and therapeutic medical and surgical elements with the maximum effi- ciency and economy, thus centralized, but maintaining a network of regional and local hospitals throughout the country with the sufficient means to adequately assist patients who do not need to be transferred to the Cen- tral Hospital; the project to build hospitals, acquire and install equipment for the welfare services of the Health Insurance, given its magnitude, cost and duration, should be undertaken immediately, establishing the necessary basic resources and collecting them, so that such funds will be available for that purpose, when the respective statistics, actuarial calculations and technical plans are completed; the Military Government Board is determined to carry out the Employee Health Insurance as quickly as possible as one of its most important and profitable contributions to the progress of Peru, for the well-being of its population and the health and betterment of this and future generations.
