Although other Soviet bloc countries have collectivized agri­ culture, the circumstances in Poland preclude any renewed attempt by the Warsaw régime to do so. At the same time, the socialization of agriculture remains a fundamental aim. The prob­ lem is how to accomplish this while maintaining, or even increasing, pro­ duction.” Travel Curb Urged for Soviet Writers Demands were voiced recently in the Soviet press that Yevgeny Yev­ tushenko and other young noncon­ formist writers be barred from fur­ ther trips abroad until they “mature politically.” The call for travel re­ strictions was accompanied by the disclosure that Aleksie Surkov, 64- year-old writer long associated with the Stalinist past, had come out for “ peaceful coexistence” with the West in the ideological realm. Such coex­ istence has been ruled out by Soviet leaders. Mr. Yevtushenko, 29-year-old poet and idol of the post-Stalinist generation, was made the principal butt of party-inspired attacks at a re­ cent writers’ conference because he had published his unauthorized “ Pre­ cocious Autobiography abroad.” Superstitions that have persisted for many years in Communist China ap­ pear to have become more publicly prevalent in recent months. Observers say this may be a reaction to the failure of the Communist regime’s eco­ nomic plans, especially in agriculture. This failure has resulted in shortages of food, clothing and other necessities over the last four years. Peking is making a special effort in the press to dispel the most popular supersti­ tions, perhaps in the awareness that Chinese fortune-tellers in the past interpreted a succession of poor har­ vests as a sign that heaven had with­ drawn its mandate from the ruling dynasty Geomancers, who practice divination by the contours of the earth, are still active in Communist China. Soviet Press Assails Defectors Attempts by Soviet citizens to leave the country illegally by sneaking across the border have received in­ creasing attention recently in the press. Izvestia, the Government news­ paper, described the case of an 18- year-old Ukranian who became in­ terested in the West through stamp collecting and was caught last No­ vember when he tried to slip across the frontier into Turkey. He was equipped with wire-cutters. Accord­ ing to the newspaper, a dossier of 346 pages has been compiled on his life and he is to be tried for treason short­ ly. In Georgia, according to the news­ paper Zarya Vostoka, two men, aged 29 and 30, were sentenced to 6 and 10 years in prison, respectively, on similar charges. They had sought to leave the country by swimming to a foreign tanker in the Black Sea port of Batum but were seen by a harbor patrol. Although the newspaper pre­ sents such persons as “ the dregs of society,” it is acknowledged that they often come from good families in which the parents are members of the Communist party. Catholics Ask Spain To Reform Labor Laws A Roman Catholic Workers’ move­ ment in Spain demanded free labor elections recently and defended strikes as a “ last resort to make justice pre­ vail.” The group called for a labor re­ form to emancipate trade unions from state control and partiality, criticized the existing state labor organization, charging it had rigged past elections of working representatives. The at­ tack on the labor policies of the Span­ ish regime was contained in an edi­ torial in the February issue of Ju- ventud Obrera, organ of the Catholic Workers Youth Movement, a branch of Catholic Action, the militant lay arm of the church. Striking is illegal in Spain. The 25-year-old Labor Char­ ter of Generalissimo Francisco Fran­ co’s regime outlaws strikes as a “ crime against the nation.” Poland Shifting Policy on Farms Poland’s Communist party has or­ dered a shift of emphasis on farm policy.
