setup for the centre, its overall condition, and what would be necessary to meet the new provincial construction guidelines.The final report outlined two possible options: either a general renovation of the existing facility at a cost of $17 million or else build a complete new structure at an estimated cost of $29 million. “That’s where we are now,” said Lefebvre. “We have the choice of renovating the actual home or of building a new home.” Since receiving the consultant report, the centre board and administration have been researching funding aid sources to help determine which of the two options to choose.The provincial government does provide support grant funding for longterm facilities for their operations and small-scale renovation but that also creates a problem with seeking other sources of support finan- cing. Many private and non-profit founda-
tions will not consider applications if a group or a facility is already receiving government financial support. The centre board has asked the United Counties of Prescott-Russell (UCPR) for an increase to the support money allocated each year in the counties budget for Centre d’acceuil Roger Séguin.The original amount set aside for 2016 was $250,000. The board asked the UCPR to increase that to $1 mil- lion. The counties council split difference and told its administration to find a way to allow an increase to $500,000 in the 2016 allocation to the facility. Right now the corporation’s goal is to build up a $7 million reserve fund before making a decision on whether to renovate or rebuild. The provincial government has a mortgage loan guarantee program that could provide the remaining financial cost of the final project.
