We deliver a range of services which can help universities to invest in improvements their estate, or improve student services. Our range of services includes; funding, design, build and operation of student accommodation. We employ over 800 people managing more than 35,000 rooms in operation or development. Our support, delivered in partnership, is helping 14 UK Universities to upgrade their estates, make best use of their physical assets, improve services and enhance the student experience. In the last decade we have provided more than £2billion in new funding, supporting our partners to invest and grow, to meet demand and improve the student experience. Our partnerships support universities to create environments within which students can live, study and thrive. We manage the needs of more than 30,000 students every term so we never stop learning and we share our experience with our partners. We also know that every University is as unique as the thousands of students it serves and this ensures that we are never complacent, and never take a one size fits all view.

Listening, responding, adapting

Students can be demanding and their needs constantly evolve.

Independent qualitative and quantitative research helps us understand the evolving needs of students and face to face focus groups, and regular surveys with our residents enable us to check and adapt our approach quickly. As specialists, the quality of our staff and their in-depth understanding of the unique environment and the people for whom we provide services, enables us to support universities, understand their aims and their strategy and together deliver tangible improvements to the student experience. Our design teams work to understand how students want to use space, and how they interact with each other, leading to seemingly small improvements to the specification of a bedroom, or major changes that impact on construction or technology.

The role

The role of Post-Construction Services Manager – UPP Management

Having invested over £2billion to date, we intend to invest another £1billion delivering great services, in long term partnership with outstanding universities. As part of this investment and promise to deliver continued support services we are seeking to make the key appointment of a Post-Construction Services Manager to support the delivery of the post-construction phase of projects and to represent UPP’s interests in these matters. The role will see you working closely with the Post-Construction Services Director, UPP’s Residential Services team, University Partner representatives and the responsible contractor on defects resolution and management of projects across UPP’s portfolio in the North of England which includes schemes at Loughborough University, Nottingham Trent University, the University of Nottingham, Leeds Beckett University, the University of Hull and Lancaster University. The Post-Construction Services Manager will support the identification and remediation of any defects on projects whilst also taking responsibility for construction and refurbishment programme management during the defects liability period and beyond. The successful candidate will possess a proven track record of leading the post-construction services on large scale construction projects married with a strong technical and commercial understanding of post-contract construction and defect management. Experience gained on projects in the student accommodation or residential sectors would be particularly advantageous. You will have excellent interpersonal and communication skills with a high level of personal and professional credibility, as a key aspect of the role is the capability to work successfully with a diverse range of internal and external stakeholders.

Job Purpose

To support the Post Construction Services Director in the successful delivery of the post-construction phase (Defects Liability Period and Defects Resolution and Management) of projects and to represent UPL’s interests in these matters.

Roles and Responsibilities

• Support the Post Construction Services Director with managing the relationship with the University; • Manage the Employers Agent and Clerk of Works, as required; • Liaise with the design and build contractor; • Liaise with the Construction Director; • Liaise with the facilities services contractor (UPP Residential Services Limited); • Liaise with the Special Purpose Vehicle (SPV)’s representatives (as required); • Represent UPP on site in all matters relating to the project; • Quality management • Produce regular reports for the Post Construction Services Director with regards to:

• Defects/ snags identification • Defects/ snags remediation • Quality • Health & Safety and Environment (inc CDM 2015) • Progress to Date (against Programme) • Risks & Opportunities

• Planning and Building regulations • Design Status (including BREEAM) • Cash flow • Employer’s Agent Issues • Variation Matters • Warranties and appointments • Stakeholder liaison • Specification and quality

• Performance of contractor and consultants • Any other project related areas as required

Job description

• Ensure all project documentation is in place and compliant, including management of all required meeting, reporting and notice protocols under the project documentation; • Engender a culture of continuous improvement; • Other duties as deemed commensurate with the role;

Post Construction

Defects Liability Period (DLP) – 12 months and 24 months • Produce a ‘Wash-up’ report highlighting areas of improvement at Practical Completion • Organise and chair monthly monitoring meetings with URSL and the University • Produce and publish ‘Lessons Learnt’ report associated with the individual projects • Maintain an Issues log and regularly distribute to identified recipients Proactive and Reactive Issues – Year 2 to 12 • Establish a performance review of buildings within the portfolio at all sites • Manage a rolling programme of review and reporting to the SPV on works required. • Liaise with the Head of Lifecycle

The post holder must be based within a daily commuting distance of our North England

offices

(serving Nottingham, Lancaster, Leeds, Loughborough & Hull).

The post holder will be required to regularly travel to other UPP sites, with associated overnight stays.

Several years relevant experience in Project Management, Construction Management, Contract Management, Estate (Asset) Management or Cost Management;

Excellent Client Management skills;

Management of contracts over £15+ M

Technical understanding of how ‘design and build’ is contracted, administered and delivered within a PFI/ PPP environment; Experience of the Project Management/ Construction Management role in transitioning from design to construction;

Budget setting and budget management;

Evolved project management skills in the construction industry;

Strong influencing and people management skills;

Self-sufficient in appropriate IT packages;

Education/ Qualifica- tion

Ideally:

At least 15 years of relevant experience.

Professional Project Management/Construction Management degree;

CSCS Card

Membership to a recognised Institution (e.g. CIOB, RICS);

However, experience of working successfully in a post-construction services role will be taken into consideration Excellent interpersonal skills and ability to communicate with colleagues and external organisations at all levels;

Personal Qualities

Experience dealing with main contractors

Self-starter who can demonstrate drive and motivation to achieve deadlines;

Uses initiative but with a consultative approach;

The salary level for this role has been set at £75,000 p.a. The postholder will also receive 29 days annual leave plus bank holidays, a 5% employer pension contribution and significant discretionary annual bonus potential. The postholder must be based within a daily commuting distance of our Nottingham office.
