EXECUTIVE SUMMARY

Mount Browne has been the headquarters of Surrey Police for over 70 years, and we are proud to be part of the community here in Guildford. We know that parts of our estate are ageing; are not best designed to meet the needs of policing our communities in the 21st Century; and could be far more sustainable and efficient, both financially and environmentally. The Force previously purchased land in Leatherhead, in 2018, to develop a new, purpose-built headquarters from the ground up. However, following a review of the programme in November 2021, the Police and Crime Commissioner and the Surrey Police Chief Officer team took the decision to retain Mount Browne, and redevelop the existing site. Since that decision, work has been taking place in the background as we reimagine the site, to ensure that Mount Browne and our wider estate is fit for the future over the long-term. The newly created post of Head of Estates Capital Programme will be responsible for the delivery of the Surrey Estates Strategy capital works programme including delivery of the Mount Browne Redevelopment Project.

JOB DESCRIPTION

JOB TITLE Head of Estates Capital Programmes – Surrey Estates Strategy LOCATION Guildford HQ or as agreed with line manager

JOB PURPOSE To lead and to be accountable for the delivery of the Surrey Estates Strategy capital works programme To oversee the negotiations surrounding the disposal or development of surplus land or buildings in line with the Estates Strategy. To include: • Provide advice on development appraisals and opportunities with regards to surplus sites and buildings to ensure best value and effective use of the police assets. • To implement the Estates Strategy for the Force • Manage the Estates Development Master plan in line with the Estates Strategy ensuring interdependencies are captured and a clear critical path articulated • In conjunction with our external consultant multi-disciplinary design teams prepare

planning submissions and appeals documentation. • Advise the Force with regards to disposals, investment opportunities and routes to market or external funding in order to maximise capital receipts and values. • Provide professional and technical project management for development and strategy delivery projects from inception to completion including design, specification, procurement and construction phases. The role may also include the purchase of commercial real estate or land for development in line with the Strategy To lead and to be accountable for: • Preparation and presentation of all project related governance documentation for internal and external governance forums • The delivery of a high quality and consistent Estates advice to the Force

• The delivery of the Estates Strategy • The management of the Estates Strategy Master programme ensuring key milestones and deliverables are achieved • The professional leadership and management of the Estates Strategy Delivery Team • Financial planning and management of capital receipts, investments and grant funding opportunities. • Delivering innovation through creative thinking and utilisation of existing buildings and sites to support key areas - income generation, agile working, business continuity

ORGANISATIONAL STRUCTURE CHART

1. Responsible for managing Estates Strategy Master Programme and its delivery in line with the Surrey Estates Strategy 2021 - 2031 ensuring all properties achieve maximise utilisation and where possible income generation and / or capital receipts. 2. Accountable to the Programme Director – Surrey Estates Strategy with regards to delivery of the Estates Strategy Master Programme 3. Responsible for the ongoing delivery of the Estates Strategy, ensuring the Estate meets the operational & functional requirements 4. Manage staff in a professional and positive manner, ensuring that all actions are consistent and transparent across teams to ensure a proactive and assertive approach to time, performance, risk and change management, both personally and through the teams. 5. Work with the Estates & Facilities Department, Finance Business Partners, senior stakeholders and consultants to effectively manage the Estate Strategy Master Programme deliverables ensuring that future disposals and acquisitions are identified and financial benefits are recognised, reported and tracked. 6. PERSON SPECIFICATION

• Strong decision making and negotiation skills with the ability to influence decision makers at all levels. • Strong operational skills including resource planning and time management. • Excellent presentation skills. • Demonstrable knowledge of project management and construction issues and extensive experience of using this knowledge to provide effective solutions. • The ability to work in a creative, proactive and innovative way in order to achieve strategic organisational objectives. • Excellent interpersonal and negotiation skills • Financial experience, including demonstrable experience of full accountability for capital/revenue budgets. • Experience of CIL/S106 implementation, land valuations and development finance. • Strategic, customer orientated approach. • Evidence of an up-to-date and ongoing Continuing Professional Development • Knowledge and experience of Microsoft Suite –Outlook, Excel, Word, Visio, Auto- CAD and Project. • Experience of managing and motivating a team; using tact, initiative and independent judgement within policy and procedure. QUALIFICATIONS

Essential • Full current membership of a professional

body e.g. Royal Institute of Chartered Surveyors (RICS) or Royal Institute of British Architects (RIBA)

• Architectural, surveying or construction, engineering degree or suitable alternative experience. Desirable • Business or management qualification at degree level • Property Development and Planning degree • Prince 2 qualification (project management certification) or • Association for Project managers (MAPM), etc.

KNOWLEDGE, SKILLS & EXPERIENCE

Essential • Proven experience of preparing and presenting governance documentation at Board level • Proven experience of capital project / programme delivery preferably within a public sector setting. • Proven, demonstrable experience in a senior estates strategy, construction and project planning position. • Experience in providing strategic advice and recommendations regarding the real estate and factors affecting value of land and development opportunities. • Proven experience of preparing planning appraisals of land, buildings, concepts and area wide planning parameter studies. • Proven experience in the preparation, presentation and negotiation of planning applications and appeals documentation. • Strategic leadership and management of technical teams and a varied portfolio of services within an office-based environment.

VETTING

Everyone working in a police environment will be vetted to the requisite level in keeping with the National Vetting Codes of Practice. The level of vetting required for a person, for both force vetting and national security vetting (NSV) will be proportionate to the role the individual carries out. Changes in an individual’s circumstances must be reported to the appropriate vetting authority as soon as possible.

TRAVEL

This role may involve travel to meetings and locations within and beyond the counties of Surrey and/or Sussex for which public transport may not be suitable. Therefore the post-holder must have access to transport and be insured for business use. Where the transport involves the driving of police vehicles, you must have a full driving licence and the ability to attain a Force Police Driving Permit.
