CHANHASSEN FIRE DEPT.

CHANHASSEN FIRE DEPARTMENT SAFETY TIPS

Safety Tips » Install smoke alarms in every bedroom, outside each sleeping area and on every level of the home, as well as in the basement. » Stay in the kitchen when you are cooking on the stove top so you can keep an eye on the food. » Stay in the home when cooking your turkey and check on it frequently. » Keep children away from the stove. The stove will be hot and kids should stay three feet away. » Make sure kids stay away from hot food and liquids. The steam or splash from vegetables, gravy or coffee could cause serious burns. » Keep knives out of the reach of children. » Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child. » Keep matches and utility lighters out of the reach of children — up high in a locked cabinet. » Never leave children alone in room with a lit candle. » Keep the floor clear so you don’t trip over kids, toys, pocketbooks or bags. » Make sure your smoke alarms are working. Test them by pushing the test button. Thanksgiving Fire Statistics » Thanksgiving is the peak day for home cooking fires with more than three times the daily average for such incidents. Christmas Day and Christmas Eve rank second and third, with both having nearly twice the daily average. » Unattended cooking was by far the leading contributing factor in cooking fires and fire deaths. » Cooking causes half (52%) of all reported home fires and nearly two of every five (36%) home fire injuries. It is a leading cause of home fire deaths (17%). » On Thanksgiving Day alone, an estimated 1,610 home cooking fires were reported to U.S. fire departments in 2022, reflecting a 399% increase over the daily average.

WINTER 2025 | CITY OF CHANHASSEN

EAB & NATURAL RESOURCES

EMERALD ASH BORER IN CHANHASSEN The Minnesota Department of Agriculture has designated Carver County as a "generally infested area." This designation carries several management implications: removing infested trees is no longer an effective control strategy, infested ash trees in undeveloped areas are typically left standing to provide wildlife habitat and the only viable option for preserving ash trees in good condition is through treatment. If ash trees must be removed, the wood cannot be transported from Carver County to a non-quarantined county.

Ash Tree Affected by EAB

EAB to Scale on Penny

Adult Ash Tree

What’s the city doing with ash trees? Over 7,000 trees are inventoried on city streets and parks. Of those, roughly 15% are ash trees. The city selected about 600 ash trees in these areas that are on a bi-annual treatment schedule (about 300 ash trees are treated per year). They’re inspected before each treatment cycle by the contractor to make sure the trees are still good candidates for treatment. This has allowed the city to preserve high value ash trees as EAB makes its way through Chanhassen. Trees that don’t pose a public safety risk in undeveloped areas are left standing and are considered beneficial to wildlife.

My neighbor’s tree hangs over my property... what can I do? In Minnesota, property owners have the right to exercise “self- help,” which allows you to trim branches that extend over your property line. However, this right comes with limits: the trimming must not kill the tree or significantly harm the overall health of the tree. For example, removing too much of the canopy or pruning an oak during the growing season—when it becomes vulnerable to oak wilt—would be considered harmful. If you’re unsure about what will harm the health of the tree, consult with a tree care professional before cutting. It’s also always recommended to talk to your neighbor before doing the work.

Holiday Tree Collection

January 3 | $10 | Local Scout Troop 174 Local Scout Troop 174 will collect holiday trees door-to-door and deliver them to a compost site. To take advantage of this service, you must sign up: email Troop 174 at chaskabsatroop174@gmail.com with your name, address and phone number. Holiday trees can also be dropped off at the Carver County Environmental Center during the month of January. There is no charge for dropping off the trees. No other decorations or yard waste items are accepted. Check their website for more information at recyclecarver.org

November 3-14 | 7 AM-3 PM | Chanhassen Public Works Turn your Halloween pumpkins into food for farm animals. This November, residents can dump their pumpkins off at Public Works in a dedicated dumpster to help reduce waste. Pumpkins should be free of any decorations. No trash will be accepted in this dumpster. For more information, visit ChanhassenMN.gov/YardWaste Pumpkin Drop-Off

PROJECTS AND PROPOSALS

What's Happening in Development

Chanhassen is growing, with several new developments and redevelopment projects taking shape across the city. From housing proposals under review to major construction already underway, here’s a look at what’s planned and what’s in progress.

Eden Springs Assisted Living and Memory Care

Audubon Business Park

Downtown Redevelopment

Minnewashta Apartments A 44-unit boutique apartment has been proposed for property located at 6440 Hazeltine Boulevard. The Planning Commission recently recommended approval of the project with final review of the proposal slated for the October 13 City Council meeting. If approved, construction is anticipated to begin in the spring of 2026. Avienda Apartments Avienda's next phase includes plans for a 412-unit apartment building. The development contract for the project is scheduled for City Council consideration on October 13. If approved, construction is anticipated to begin in the fall of 2025. Under Review When a project is listed as “under review,” it means the developer has submitted plans to the city, but construction cannot begin yet. City staff, commissions and the City Council are reviewing the proposal to make sure it follows zoning rules, fits with surrounding neighborhoods, addresses traffic and safety, and meets other community standards. Residents will have opportunities to provide comment during this stage.

DEVELOPMENT & REDEVELOPMENT

Pioneer Ridge The development at the northeast corner of Pioneer Trail and Bluff Creek Boulevard will feature 54 townhomes, including 14 detached units designed to resemble single family homes, but will benefit from HOA-maintained yards. The project will begin construction this fall. Santa Vera Phase II Plans call for two additional two story apartment buildings on the Santa Vera property, adding 28 units to the existing 18- unit building. The proposal has been approved by the city and is anticipated to start construction in the spring of 2026. Eden Springs Assisted Living and Memory Care A proposal for a 42-bed memory care, assisted living facility on Arboretum Boulevard has been approved by the city. The project is located adjacent to Lake Ann Park on the north side of Highway 5. The project will not impact any public land associated with Lake Ann Park and construction is anticipated to start this fall. Avienda Rowhomes Charles Cudd Homes has begun construction of the Avienda Rowhomes. This will include 53 rowhomes in buildings of three or four units each. Downtown Redevelopment Roers Companies are actively constructing The Harlow and The Bennett, two new vertical mixed use buildings in the center of downtown Chanhassen. Once completed, it will include space for six new commercial tenants, 310 new Chanhassen neighbors and over 400 structured parking stalls, some of which will be available to the public when patronizing the future commercial businesses in these buildings. Pleasant View Pointe The city has given full approvals for a 20 lot subdivision located near the intersection of Powers Boulevard and Pleasant View Road. Charles Cudd Homes is the builder for this subdivision. The development will result in the connection of Nez Perce Drive to Pleasant View Road. This connection will improve public safety access to the area neighborhoods in the event of an emergency. Waterview A five lot subdivision on the west side of Lake Minnewashta has been approved by the city. Audubon Business Park Construction of two new office industrial buildings totaling nearly 400,000 square feet of space along Highway 5 west of Paisley Park is nearing completion. These new buildings will be leased as one central campus for The Bernard Group. The Bernard Group, a manufacturing company providing print and software solutions, has had locations in Chanhassen, Chaska and Shakopee. This new location provided an opportunity for the business to remain and invest in the Chanhassen community bringing all of their nearly 1,000 employees to Chanhassen. Xcel Energy Service Center The city approved plans for a new two story office and vehicle storage building, a 65 ft., two-story, boom truck maintenance building, a 175 ft. communication tower, and three, one-story storage buildings and screened outdoor storage areas for a new centralized Xcel Energy service center. This center has been constructed south of Highway 5 and directly adjacent to the Audubon Business Park project. Under Construction When a project is “under construction,” it means the city has finished its review and granted final approvals. Builders now have the go-ahead and construction is either actively underway or about to begin.

CHANHASSEN BLUFFS

CHAN BLUFFS COMMUNITY CENTER UPDATE

Chanhassen Bluffs Community Center Plans Taking Shape The Chanhassen Bluffs Community Center project continues to move forward, with major milestones reached this summer and fall. On September 4, the city finalized the purchase of 13.1 acres for the new facility. That same day, the design team—BKV Group and RJM Construction—presented updated design options, cost estimates and new renderings at a special City Council work session. Councilmembers reviewed three options, with strong support voiced for a two-level design concept that balances cost, efficiency and amenities while preserving the programming

elements promised to voters in 2024. Highlights include two full hockey rinks, a welcoming lobby, right-sized community rooms, dance studios, fitness space, an indoor playground, walking track and flexible areas for weddings, events and community gatherings. This design concept lowered costs from earlier proposals by reducing overall square footage, simplifying the roof design and streamlining mechanical systems. These changes trimmed millions

while keeping the community’s core priorities intact. The project remains on track for design work to continue through 2025, with construction targeted to begin in May 2026 and completion expected in 2028. Residents can view the latest renderings and stay up-to-date on the project by visiting ChanhassenMN.gov/ChanhassenBluffs THE QUESTION I GET ASKED THE MOST IS... "What does Phase II of the Civic Campus Project entail?" With our new City Hall now open, residents are understandably curious about what comes next. The answer? A transformative second phase that turns the former City Hall site into something entirely new: a destination park in the heart of downtown. Phase II is all about recreation, connection and community. Once the old City Hall is fully demolished this fall, the site will be redeveloped into a vibrant, multi-use park designed to serve all ages. Planned amenities include a playground, splash fountain, event plaza, skate park, pickleball courts and a park building with restrooms and concessions. This phase brings more than just physical upgrades; it brings a renewed sense of civic life to downtown. The design emphasizes accessibility, family-friendly features and flexible space for gatherings, performances and year-round enjoyment. Construction is already under way and will wrap up by summer 2026. When finished, the new park will be a major step toward creating a more connected, inclusive and energized downtown—something we know our residents value deeply. WINTER 2025 | CITY OF CHANHASSEN

Solar power shines on Chanhassen's new City Hall

MAKING A DIFFERENCE Chanhassen’s new City Hall isn’t just a symbol of civic progress— it’s now producing its own clean energy. Thanks to a grant from the Minnesota Department of Commerce’s Solar on Public Buildings program, a rooftop solar array will be installed with the project, helping the city cut energy costs and reduce its carbon footprint. The system, made up of 110 high-efficiency panels, is expected to generate just over 70,000 kilowatt-hours of electricity in its first year—enough to offset roughly a quarter of the building’s power use. That means lower utility costs today and significant savings in the decades ahead.

The project was funded through a mix of state and federal programs that covered 80 percent of the cost, leaving the city to pay just 20 percent. Over 25 years, the electrical savings are projected to add up to more than $225,000. This investment reflects what residents have long supported: smart, cost-effective solutions that benefit both the community and the environment. By installing solar from the start, Chanhassen is leading by example and showing what it means to build a City Hall designed for the future.

Smart Salting in our Community

CHAN 101:

Safety First When winter arrives in Minnesota, keeping roads safe is a top priority. But in Chanhassen, safety goes hand-in-hand with protecting the environment. The city uses a calibrated, technology- driven approach to salt application that keeps traffic moving while minimizing the impact on local lakes, streams and wetlands. Instead of blanketing every road with salt, Public Works crews focus on priority routes—main thoroughfares, emergency access points and steep grades—where traction matters most. Lower- priority residential streets receive less or no salt unless conditions call for it. The goal isn’t to achieve perfectly bare pavement, but to use the lowest effective amount needed to keep drivers safe. Modern Equipment Advanced equipment plays a big role. Each salt truck is fitted with computer-controlled spreaders calibrated before the season

begins to ensure accuracy down to the pound per lane mile. Operators can adjust the application rate from inside the cab, fine-tuning for road surface temperature (measured with on-board infrared sensors), the type of precipitation falling and current traffic volume. The system can also pre-wet salt with a brine solution so it sticks to the pavement and works faster, further

reducing the amount needed. Data Driven Decisions

Staff monitor road conditions in real time, both through field observations and updates from Carver County Sheriff’s deputies. They also use the Minnesota Pollution Control Agency’s Winter Maintenance Assessment Tool to track salt usage, route priorities and post-storm evaluations—data that improves both immediate decision-making and future operations. The results: reduced overall salt use, consistently safe main routes and cleaner local water resources.

SNOW IN CHANHASSEN

ALL THINGS SNOW IN CHANHASSEN

Winter in Minnesota brings its share of beauty and challenges. To help keep Chanhassen safe and accessible, here’s a complete guide to the city’s winter parking rules, snow removal process and more.

Best Sledding Hills in Chanhassen Not everything snow-related has to be so procedural...sometimes you have to let your hair down! Here are a few of Chanhassen’s best sledding hills. Get out there and enjoy!

Winter Parking Regulations From November 1 to April 1, on-street parking is prohibited: » Daily from 1 a.m. to 7 a.m. » Anytime two inches or more of snow has fallen until streets are plowed curb to curb

Trail Plowing in Winter Chanhassen maintains more than 70 miles of public trails and 12 miles of sidewalks through the winter to keep them safe and accessible for walking, running and biking. Trail plowing follows the city’s snow and ice management plan, with priorities similar to street plowing: » Priority A: Major connectors and trails along arterial streets, often requiring multiple passes when street plows push snow onto them. » Priority B: Neighborhood trails and less-traveled connections. » Priority C: Low-use trails, cul-de-sacs and some public facility areas, where service may be delayed until higher- priority routes are clear. Plowing usually begins early in the morning and continues until all routes are cleared. After storms of more than two inches, crews may return several times to keep heavily used trails open. Salt use is limited to key spots like hills and curves to protect local water quality.

SNOW IN CHANHASSEN

What you need to know about winter parking, snow removal and staying safe this season.

How Snow Removal Works The City of Chanhassen’s Public Works Department clears 118 miles of public streets, while: » Carver County plows all County Highways (Powers Boulevard, Lyman Boulevard west of Highway 101, Pioneer Trail, Great Plains Boulevard south of Highway 5, Flying Cloud Drive, and Galpin Boulevard south of Highway 5) » MnDOT plows State Highways 5, 7, 41, 101 and 212 Plow Operations » Crews are often called out around 3 a.m., depending on weather and road conditions » Priority A: Main roads, steep grades, emergency routes and school/business access » Priority B: Residential streets » Priority C: Cul-de-sacs » Most streets are opened by 7 a.m. after an overnight storm, with full cleanup usually done within 10 hours

Protect Your Mailbox To avoid damage from plows or heavy snow: » Front of mailbox flush with curb or street edge » 42–48 inches above street level » Newspaper boxes at least six inches back from the curb » Posts should be sturdy enough to withstand snow from plows

The city will replace a damaged mailbox only if directly hit by a plow blade, offering either a standard replacement or up to the authorized reimbursement amount according to the city's Fee Schedule. Damage from snow rolling off a plow is the property owner’s responsibility. Rotten posts will not be replaced.

Keep Fire Hydrants Clear Fire hydrants are a critical safety feature. Residents are responsible for keeping three feet of clearance around hydrants and ensuring they are visible from the street. » Do not park within 10

CLEAR AT LEAST 3 FEET

feet of a hydrant in any direction » Keep them free from snow, vehicles and shrubs to prevent delays for firefighters

Environmental Impact Chanhassen’s Smart Salting Program helps protect local lakes, wetlands and groundwater by reducing excess salt use while keeping roads and sidewalks safe. Salt is a major source of chloride pollution, which harms fish, plants and water quality. Residents can support this effort by shoveling promptly after snowfall to reduce the need for salt, using only a small amount of salt (about a coffee mug for a standard driveway) and sweeping up leftover salt to reuse later. Consider using sand for traction below 15°F, when salt is less effective. Together, these small steps protect water resources and reduce costs.

How Residents Can Help You can make winter operations safer and faster by: » Keeping garbage and recycling bins behind the curb on collection days » Never shoveling or blowing snow into the street (it’s against state law) » Waiting to clear the end of your driveway until after the plow’s final pass » Clearing sidewalks near your property for pedestrian safety

Together, we can keep Chanhassen safe, accessible and ready to embrace all that winter brings. For more information, visit ChanhassenMN.gov
