Working in collaboration with school districts, families, community partners and other agencies, we provide leadership, advocacy and services to ensure equitable, innovative and inspiring educational practices. Children Deserve Success
Children Deserve Success (CDS) is a combination of Child Welfare and Attendance, Foster Youth Services Coordinating Program, and Homeless Education Program. These programs provide a wealth of support services to youth throughout San Bernardino County. CDS is committed and dedicated to ensuring youth receive the appropriate services they need that combines counseling and legal remedies to resolve complex or continuing student attendance or behavior problems; services for youth who suffer the traumatic effects of displacement from their families; and services that ensure youths’ educational rights and protections are equal to all. Child Welfare and Attendance (CWA) CWA is a specialized student support service that covers compliance with compulsory education laws, student admission and enrollment procedures, student discipline procedures, transfers to alternative programs, and school climate and safety. CWA combines the knowledge and skill of counseling with knowledge of education and the law to resolve complicated situations involving school choice, student discipline, campus safety, and programs for high-risk youth. Foster Youth Services Coordinating Program (FYSCP) FYSCP provides support services to foster children who suffer the traumatic effects of displacement from family, school, and multiple placements in foster care. FYSCP has the ability and authority to ensure that health and school records are obtained to establish appropriate placements and coordinate instructions, counseling, tutoring, mentoring, vocational training, emancipation services, training for independent living, and other related services. The FYSCP increases the stability of placements for foster children and youth. These services are designed to improve the children’s educational
performance and personal achievement, directly benefiting them as well as providing long-range cost savings to the state. Homeless Education Program The McKinney-Vento Homeless Assistance Act (McKinney-Vento Act) (42 U. S. C. § 11431- 11435) is federal legislation that ensures the educational rights and protections of children and youths experiencing homelessness. It requires all local educational agencies (LEAs) to ensure that homeless students have access to the same free, appropriate public education, including public preschools, as provided to other children and youths. The McKinney-Vento Act defines LEAs as public school districts, direct-funded and locally funded charter schools, and county office of education. The McKinney-Vento Act also authorizes the funding for the federal Education for Homeless Children and Youths Program. Foster Care Advisory Council Meeting Each county in California is required to have a Foster Care Executive Advisory Council, and in San Bernardino, it is called the Foster Care Advisory Council (FCAC). Established in January 2011, the FCAC meets monthly and is co-chaired by leaders from Child Welfare & Attendance, Children and Family Services, and the Children’s Network. The Council brings together county agencies, educators, probation officers, advocates, and community members to improve foster care services through collaboration, coordination, and program implementation. Preventing & Addressing Student Substance Use Join us to “get schooled” on the research- based risks of current substance use trends, and proven systemic approaches for preventing and intervening in use.
