Foster Care Advisory Council Meeting Each county in California is required to have a Foster Care Executive Advisory Council, and in San Bernardino, it is called the Foster Care Advisory Council (FCAC). Established in January 2011, the FCAC meets monthly and is co-chaired by leaders from Child Welfare & Attendance, Children and Family Services, and the Children’s Network. The Council brings together county agencies, educators, probation officers, advocates, and community members to improve foster care services through collaboration, coordination, and program implementation.
