The United Counties of Prescott-Russell council (UCPR) passed the resolution ap- proving the 2013 tax rates and the coun- ty levy during its April 24 session. What makes this resolution stand out is that it approves a 0.5 per cent decrease in the residential property tax rate approved earlier this year in the UCPR’s 2013 budget and that was already holding at a zero per cent increase. “The (tax) rate is no longer zero, it’s neg- ative point five,” said Stéphane Parisien, UCRP chief administrator. “What we had predicted has, in fact, happened.” The 2013 UCPR budget was based on confirmed capital expenses for works proj- ects and equipment purchases along with projections of daily operating expenses based on past years’ costs and allowing for inflation and agreed wage increases. It also included in the revenue sec- tion projections of support funding from senior governments and other sources, which could change once those other budgets with their grant programs were confirmed. All of the conditions attached to the 2013 counties budget have now come through. The new counties tax levy is $37,445,000. The UCPR’s residential property tax rate is now $464.73 for every $100,000 as- sessed value of the house and land. This is $2.46 per $100,000 less than the 2012 residential property tax rate for the counties.

L’ORIGNAL | Homeowners may want to take a close look at those property tax invoices when they arrive in the mail. The counties may be taking a smaller share of the whole tax pie this year than expected. New generator The pumping station for St-Isidore’s water and sewer service needs a new generator. The Nation council had budgeted $40,000 this year for a replacement generator. Pub- lic Works Director Marc Legault reported that one equipment supplier’s site review indicated a new generator to meet the pumping station’s needs would cost almost $62,000. A second supplier’s site review came up with a $66,200 estimate. Council accepted Legault’s recommendation to go with the lower cost proposal of $61,900 fromGal Power. That price includes the gen- erator along with a complete retro fit of the pumping station as the current generator setup no longer meets the provincial code. Legault noted that Gal Power has been the successful low-cost bidder for several past tenders with the municipality. Ac- cepting the company’s lower cost proposal would save the municipality $15,000 in the usual tendering process costs along with any engineering expenses.
