Job Purpose: The Energy Manager is responsible for accurately monitoring, validating, and reducing utilities cost across the University estate. The role will be a key stakeholder in the delivery of the Universitys’ Carbon Management Plan (CMP) with a goal of Net Zero by 2030 (scope 1 and 2). This will include proposals and feasibility reports, liaison with colleagues throughout the University, driving culture change and identifying inefficient practices. This post will lead and manage the Energy Officer. The current utility spend is in excess of £5M and expected to increase. The post will be the lead for forecasting, confirming and authorising the payments. Main Duties and Responsibilities: • To lead the strategy for managing utilities and carbon emissions to ensure Estates and Facilities meet budget, energy water and carbon targets. • To manage, develop and maintain the energy management system. • To produce or arrange all statutory energy and water compliance documents. • To assist the Sustainability Manager in delivery of the carbon management plan. • To lead the implementation of a programme for investment in low and zero carbon technologies and research new technologies and opportunities for investment. • To ensure all projects have supporting business cases, including cost benefit and life cycle analysis, clearly defined goals and appropriate resources. • To manage utility and CMP budgets including all costs, incomes and savings and seek additional funds as necessary and work with Finance and Procurement teams to ensure we achieve best value for energy and water supply contracts.
• To drive forward the departments process mechanisms in line with UK / industry best practice. • To provide expert technical advice and guidance on utility and carbon management to the Service and other key stakeholders to inform strategic and operational decisions. • To work closely with the Estates Property Services team and external consultants to provide technical input to refurbishment and new build projects to meet and where appropriate exceed required sustainability standards and challenge, review and sign off plans to ensure carbon and utility reduction measures are embedded in the design process and are delivered throughout and beyond the life of a building project. • To work closely with the Facilities Management team to identify and support implementation of projects to improve infrastructure, operational efficiency and building optimisation. • To promote an energy and water saving culture at School and Service level by developing and maintaining strong collaborative relationships with staff, students and communicate effectively on energy performance to these stakeholders. • To develop links with external organisations to share good practice and learn about technological and behaviour change solutions to cut utility use and carbon emissions. • To support the work of the Sustainability Team in driving the sustainability agenda. • To manage a devolved revenue utility budget of £5.5m and input into capital project budgets. • To assist and deputise for the Sustainability Manager as required. • To undertake any other duties commensurate with the grade of the post that might be required.
