The Preserve addresses River Falls’ growing need for market-rate and workforce housing, providing affordable options for individuals earning 60%-120% of the Area Median Income (AMI), including professionals, middle-income workers, and essential employees. As industrial and business expansion accelerates, the demand for modern, well-located rental housing continues to rise, yet current housing options remain limited, creating an affordability gap for those who earn too much for traditional affordable housing but not enough for high-end rentals. With a shortage of mixed-income housing and a growing preference for walkable, amenity-rich communities, The Preserve presents a vital solution by offering flexible, high-quality living spaces that support economic growth and workforce stability.
OBJECTIVES
The Preserve’s development strategy focuses on sustainability and economic alignment, delivering 138 residential units through a phased approach that supports River Falls’ industrial growth. Phase 1, beginning in Q3 2025, includes a 72-unit apartment building and a 24-unit studio building, targeting occupancy by Q3 2026. Phase 2, completing by Q3 2027, will add 42 townhomes and integrate affordable housing with Cinnaire, ensuring a balanced, high- quality living environment.
The Preserve will be funded through a mix of private investment, TIF funding, and collaboration with Cinnaire to support affordable housing integration.
