1 Due to the effects and restrictions of the COVID-19 pandemic emergency, the Court of Appeals authorized the State Board of Law Examiners (SBLE) to first postpone, then cancel, the July 2020 UBE in Maryland. In lieu of the UBE, SBLE instead administered a UBE-like remote bar examination in October 2020 using materials provided by the National Conference of Bar Examiners, which were graded and scored by SBLE. The October 2020 Remote Bar Exam was not a UBE, but thirteen (13) jurisdictions agreed to administer an identical exam and to provide UBE-like portability for transfer of scores from that remote exam. 2 Due to the effects and restrictions of the COVID-19 pandemic emergency, the National Conference of Bar Examiners offered a remotely- administered UBE in February 2021, which SBLE administered. 3 Due to applicants’ uncertainties caused by the COVID-19 pandemic SBLE saw higher-than-normal rates of pre-exam withdrawals for both bar exams in FY2021. In particular, for the October 2020 remote exam, many applicants filed applications for the July 2020 UBE in multiple states due to fears of exam postponements, cancellations, and seating limitations. Many applications were withdrawn as applicants determined where they would actually sit for the exam.
