environmental impacts associated with the proposed CHG project. In response to requests received during the public review period, TVA extended the scoping period from June 27, 2023, to July 7, 2023. TVA also held an open house in the project area on June 21, 2023. During the scoping period, the public provided input to help TVA identify issues of concern and to help lay the foundation for development of the EIS. In particular, TVA requested comments on other reasonable alternatives that should be assessed in the EIS. During the EIS scoping period, TVA received 641 comments from two federal agencies, two state agencies, 10 non-governmental organizations, and over 3,600 private individuals including local landowners. Comments about the proposed project were related to the type and number of alternatives, and potential environmental effects to land use, water resources, biological resources including threatened and endangered species, greenhouse gas (GHG) emissions, cultural resources, noise effects, visual effects, socioeconomic and environmental justice effects, renewable energy options, transportation effects, and cumulative effects. This scoping report describes the alternatives to be evaluated, relevant laws, regulations, and executive orders (EOs), and environmental resources to be analyzed in detail. It also summarizes the scoping comments.
