6 Summary of Public Scoping Comments TVA held an in-person scoping open house at the Cheatham County David McCullough Community Room on Frey Street in Ashland City on June 21, 2023, from 6 – 8 pm. Approximately 163 people signed in for the open house with an estimated 200 people in attendance. TVA provided information on the proposed project in handouts and in meeting boards placed throughout the meeting room, while TVA staff were present to answer questions from the public. During the course of the scoping period, TVA received 641 comments from the general public, including potentially affected landowners, representatives of state and federal agencies, and form letter comments from multiple NGOs with a total of 3,672 individual signatures. Comments were primarily from the following groups: • General public • Appalachian Voices • Tennessee Department of Human Services • National Park Service • Pleasant View Utility District • Southern Alliance for Clean Energy (SACE) • Southern Environmental Law Center • TDEC Division of Air Quality • U.S. Department of the Interior, National Park Service • U.S. Environmental Protection Agency Comment submissions are included in Appendix C and summarized in Section 6.1. 6.1 Scoping Commenters 6.1.1 General Public • Support for sustainable and renewable and alternative energy options such as solar, wind power, and geothermal. • Recommendation for a range of alternative options that consider cost and other factors. • Recommend assessment of current infrastructure and traffic constraints. • Concern that the construction of a natural gas pipeline would attract protests from environmental groups, resulting in a negative image and attention to Cheatham County. • Effects on historically disadvantaged communities and concerns over possibility of utilizing eminent domain. • Recommendation that the EIS considerations should include potential changes to visual assets; air, water, and ground pollution; demolition, construction, and operation noise; and potential for major disaster affecting the public or the environment. • Recommendation that the EIS should contain information regarding decibel level for the CT plant and types of buffers that would be installed. • Concerns about methane leaks associated with natural gas. • Concerns regarding water pollution and contamination to the Pleasant View Utility Districts only water source.
