• TVA should consider the evolving technology and commercial availability of SF6 (Sulfur Hexafluoride)-free switchgears and use SF6-free switchgear in new construction and replacements in order to reduce SF6 emissions. Climate Adaption and Resilience • The USEPA recommends that the EIS consider alternatives that are consistent with TVA’s Adaptation Plan and evaluate how climate change impacts may affect operations of alternatives considered. 7 Relevant Environmental Documents and Reviews Several environmental documents and reviews are relevant to the proposed project and are briefly discussed in the sections below. 7.1 Programs, Plans, and Policies TVA Climate Change Adaption and Resiliency Plan 2018 Update (June 2018) TVA established its initial Climate Adaptation Statement in 2011, following the release of EO 13514, Federal Leadership in Environmental, Energy and Economic Performance. The Statement was updated to its current version in 2014, following the release of EO 13693, Planning for Federal Sustainability in the Next Decade in 2013. With the release of EO 13834 in May of 2018, TVA continues to maintain its Adaptation and Resiliency Plan consistent with the Executive Order as well as its ongoing voluntary participation in the DOE Energy Sector Climate Resiliency Partnership TVA Integrated Resources Plan and EIS (July 2019) This programmatic EIS evaluated the potential impacts of TVA’s long-term IRP, which provides direction on how TVA can best meet future electricity demand. The 2019 IRP evaluated six scenarios (plausible futures) and five strategies (potential TVA responses to those futures) and identified a range of potential resource additions and retirements throughout the TVA power service area. The EIS evaluated the impacts of the strategies, including generating capacity additions, on a system-wide, non-site-specific basis. TVA Aging Coal Fleet Evaluation (May 2021) This evaluation was performed to recommend near-term retirement planning assumptions to reflect practical timelines for the retirement of coal units and completion of replacement generation. 7.2 Power Generation – Coal and Gas Geotechnical Investigation for Potential Property Purchase in Cheatham County, Tennessee (April 2020) This categorical exclusion checklist (CEC) #42683 was completed by TVA for the geotechnical site investigations completed in 2020 prior to TVA’s purchase of the referenced property, now the proposed Cheatham County Generation Site.
