Cheatham County Generation Site EIS Scoping Report

Appendix C Summary of Scoping Comments

Tennessee Valley Authority

I am a 20+ year resident of Cheatham and I live within range of the effects of the proposed generation site. Cheatham County is renown for its pristine waterways, wetlands, forests, sportsman activities, generational and organic farms, availability of fresh water, and wildlife management areas. All of these are the things that drew and keep residents here. What is deeply troubling is the lack of transparency with which TVA has acted - failure to adequately engage with the residents and county government, glossing over the environmental, personal, and economic impact of such a project, attempting to obtain our buy-in with cookies and cokes in an open house specifically designed to appear to give information while justifying a path which seemed to already be certain to take place. We, the people most affected, seemed to be treated as rural hicks without the intelligence to know what is best for us. The "Cheatham County Generation Site" will negatively impact our lives in many ways: > pollution by noise, light, noxious greenhouse gases and discharges, smells, runoff into water supplies and soil

> pollution detriment to native flora and fauna, some threatened and endangered and some managed by wildlife management (i.e., bald eagle habitats, deer, fish, etc., including some species perhaps undiscovered) > destruction of scenic areas > complications for traffic > lowering of property values > flood plains > geology and ground water > cultural resources > emergency planning

The "new jobs" that TVA has said this project will bring to the county will not offset those generational and organic farmers and residents who may lose their livelihood from the impact of the above mentioned and those residents who leave because this county is no longer the haven it used to be. Eminent domain, as experienced in other parts and times of our country, has not adequately or fairly compensated those affected by it. If TVA is forward looking for sustainable energy and has plans to eventually phase out this plant and pipeline, then invest the resources to define, refine, and implement the sustainable resources rather than putting stop-gap measures. "There is nothing so permanent as a temporary solution." While the emollient statement is that the project will be advantageous for the "grid", the hard truth of the matter is that the pipeline takes the energy produced through Cheatham County and into the burgeoning metropolis of Nashville. It's difficult to see how this benefits Cheatham County. Locate the plant in Davidson County where the need is greatest. Use the resources that this project will require to research and produce sustainable energy sources that reduce our carbon footprint, lower greenhouse gases, and help to ease the very real climate crisis. Educate the general public in healthy ways to cut consumption without affecting quality of life. Provide households with the means to establish passive energy to relieve the demand on the grid. Organize the grid with fail-safe backups. Don't do more of the same and expect it to have different results. Don't bamboozle us with the rhetoric that government agencies will monitor the project and correct any missteps. There are almost daily reports of how the EPA is being restricted and effectively gutted as a watchdog agency. Our most likely course of action would have to be litigation after the fact, and experience has taught us how difficult that is. Treat the residents and environment of Cheatham County with due respect and consideration. Would you build your million dollar mansion or your cottage or your weekend getaway within the range of the Generation Site? Thank you for your consideration.

I live within three miles of the approximate seventy five acre plot that is proposed for the TVA gas plant and pipeline. I am very much opposed to this being built in our neighborhood. It seems to me that the construction process alone would be very disruptive to our area. Every two lane road, Macon Wall Rd., Lockertsville Rd. and Sweethome Rd. would be used for access to this endeavor, during construction and daily operation. This would be within feet of many, many homes, mine included. *My main recommendation would be to seriously consider the VAST OPEN areas of the Fort Campbell area or the West Tennessee area.* Being a Central Tennessee area should not make our county top choice because of its vulnerability. This would “never fly” in many of our counties with even fewer homes in their area than this site. One of our blessings here has been our isolation from interstates. All the bedroom counties of Davidson County are exploding with run over population from Davidson County’s growth. Cheatham County takes on the need for added housing and education from those flocking to the Davidson County area. negative Rose Ulrey Please advise what TVA’s procedure will be for removing the old cemetery located in the middle of the field. I grew up on the adjacent property and hunted on this farm when it belonged to the Binkley family. I was unable to attend the meeting last night so forgive me if this has already been answered. Thank you for your time. neutral Jerri Renee Cannon 37015
