Cheatham County Generation Site EIS Scoping Report

Appendix C Summary of Scoping Comments

Tennessee Valley Authority

Mr. Johnson, My name is Stephen Ayres, General Manager for the Pleasant View Utility District. We have a water treatment plant in the vicinity of the proposed Cheatham County generation site, our raw water intake neighbors the site across Sycamore creek. This is our only source of water for our utility district serving 6,300 customers in Cheatham county. Our customers and my Board have a lot of questions regarding this project and our source water at Sycamore creek, do you know who we could speak to about setting up a meeting to discuss the potential impact to our district?

Thanks, Stephen Stephen Ayres General Manager

To Whom It May Concern; My name is Stephen Ayres, General Manager for the Pleasant View Utility District. We are a public water and wastewater utility district serving 6,300 customers in the town of Pleasant View and rural Cheatham County. I am writing today regarding our concerns about the proposed Cheatham County generation site. I have attached maps showing our infrastructure on this proposed site. PVUD’s chief concern is the protection of our source water; Sycamore Creek. On the attached Parcel View TVA Site jpeg you see the proposed TVA site is directly across Sycamore Creek from our raw water intake, which is the only source of water for our water treatment plant. On the PVUD Source Water PDF you can see PVUD’s transmission line for the raw water runs through a part of the TVA owned land. We are very concerned about the possibility of gas leaks on or around this property, the introduction of any kind of oil-based product to Sycamore Creek in this area would immediately render our water treatment plant inoperable. While PVUD does have emergency connections with neighboring systems, PVUD does not have enough potential supply from those connections to fully operate our water system, if our source water became contaminated our entire community would be at risk of running out of safe water within hours. PVUD would like to extend an invitation to TVA to meet whenever possible to discuss these concerns. Please feel free to email me at stephenayres@pvudwater.com or contact me at one of the phone numbers below. -Stephen Ayres

Ms. Johnson, I am writing to request additional documents from TVA / NEPA regarding the Cheatham County Generation Site so that I can complete my EIS Scoping Comments. These documents include: 1. The preliminary Gas Pipeline map that was included as part of Wednesday's handouts and in the recently added document titled Scoping-Open-house-Posters on your web site. Based on the small size in the available documents, I am requesting a full-size (at least equivalent to 8 1/2" x 11") copy of the map. 2. A copy of the map showing the full locations of all 7 streams on the site as determined by your internal hydrologic determination. TVA submitted a packet to TDEC for concurrence on the determinations dated 4/11/23, but it did not include the map referenced in the cover letter or as requested from TDEC in follow-up emails to Craig Phillips. 3. A list of the TVA representatives that were present at the 6/21/23 Meeting in Ashland City. I neglected to note last names for most of the folks I spoke with. I hope I have not waited too long to request the above, as I'm certain you are busy with the upcoming comment deadline of 6/27/23. Thank you in advance for your assistance, and it was nice to meet you the other night negative stephanie henry 37402

I think TVA needs to focus on solar power for future needs. Please do not build a gas powered site here.

Cheatham County project Plain and simple, we don’t want this facility in Cheatham county or at all, for that matter. It’s time to implement more non-fossil fuel power generation. Our highest temperatures recorded EVER occurred this week and it’s due toburning fossil fuels. STOP IT! negative Brian Hallgren

My name is Jerri Renee Cannon. I live near the proposed site. What impact will blasting have on our homes, wells, etc? Can you provide a comparison of what the noise levels will be? What line of travel will be used to access the site since Lockertsville Rd is too narrow to accommodate large trucks or heavy machinery? What is the impact on Spring Creek and Sycamore Creek (both creeks border the property)? Sorry for all the questions but I attended a county commissioners’ meeting last night and was not provided with information based on factual data. Thank you for your time and consideration. Have a blessed day. negative Jerri Renee Cannon 37015

If the TVA is considering this plant along our drinking supply, they might want to consider bribery of the village and its residents by way of a baseball sports complex. Many of the residents desire a 4-6 youth baseball/softball fields and complex in order for their sports to grow and host tournaments to bring further growth to the area. They lack the land and money for such a feat at this moment but something for you to consider. TVA has much deeper pockets than the young residents of this up and coming town which is the last one before you reach Davidson County and its high taxes. Good opportunity for TVA to establish itself before no one recognizes this place in 10 years due to current growth. negative Shaun Mojzis 37146
