New Power Plant Concerns: Reasons for extending time for Impact Study and Review 1) Blasting Damage to underground streams/aquifer A) Cheatham County has many homes and business on well not "City" water. Impact: Loss of improved tax base both Homes and Business as well as the traditional farm base of this County, if wells, spring feed cattle and irrigation ponds go dry.

B) Contamination with septic systems History: In Hamilton County, Ohio Winding Creek which flows into the North Branch of Sycamore Creek, part of the Little Miami watershed. Some 60 years ago, before there was the awareness of today, a thoughtless but expedient plan was used to instal a drainage line. The stream bed was opened and used to route drainage line. This ill considered breaking of the hard pan has resulted in a reduction of habitat by a dramatic diminution of water flow. The steady summertime levels of the Cheatham County streams is the result of the spring/ground water feed. This must have appropriate study to avoid a Winding Creek disaster.C) Loss of habitat and wildlife. Winding Creek is but one of thousands of disasters that have led to ENVIRONMENT IMPACT REVIEW. The Cheatham Wildlife Refuge is nearby. Bald Eagles have multiple nests in that preserve. Any disruption of the water and wildlife will, of necessity, have a negative impact on this listed Endangered Species. D) a comprehensive study of the limestone caves/crevices must be undertaken to determine wether or not there is unidentified life which, like the Snail Darter, would be damaged or endangered by an ill considered project. 2) Sound and surface water Contamination/Pollution A) Construction, While it may be of only a relatively short duration, 5-10 years. The impact due to the change in short term habitat will have one of indefinite duration on the surrounding wildlife ecosystem. Fouling of creeks, streams, leading into the Cumberland River and estuaries along it will impact the microbes, fish, etc in them. That in turn will impact the birds (Eagles) which along with other land based animals and reptiles feed and water there.

B) Operation of the completed plant will have: a) decibel levels at ranges above human hearing. b) at these decibel levels OSHA will require human operators to wear hearing protection. Protection not available to the plant/animal ecosystem.

3) Air Pollution, Regardless of the fuel source any hydro carbon powered electricity generating plant will emit pollutants. This needs a more fulsome study than has been provided to date. No data has been offered as to number, size or capacity of generating unites. Desired result ; A prudent deferment commensurate with nature of the Scope of the Environmental Impact Study is needed to answer the above concerns and those raised by others. Avoid the appearance of a cram down. Here is a Car. Buy it. We'll tell you the color. horsepower and options later. That's what the voters and stakeholders here are being asked to do. TN. To put this plant in the rural neighborhood not only affects all nearby residents with a drastic decrease in their property values, but it also is devastating to the quiet enjoyment of our respective properties. The increased noise (not only in construction of the plant, but also in production once completed), traffic on rural thoroughfares, the unsightly towers and especially the SMELL of the burning fuel is concerning to all people living near this operation. Of course, putting more greenhouse gas emissions into the atmosphere is only going to contribute to the global warming that is quickly killing our planet. I find it very insulting that this was sprung on the community with no warning. No matter how much TVA claims otherwise, no one came "door-to-door" to seek our opinion of this project. To put this plant in the proposed location will mean an uphill battle for TVA and an epic pushback from local residents. I attended the scoping meeting last week and was not impressed with the "answers" the representatives were giving. (I was raised on a farm and spent my whole life trying not to step in what was being shoveled that night). I'm hoping TVA will not think that their agency has enough lawyers to push this through with minimal effort. We, in solidarity, have quite a few of our own. Please, please please, consider an alternative to this site. negative Phillip Maxey 37015 I strongly oppose the building of this plant on Lockertsville Rd where I live. I’m highly concerned about the environmental effects . I’ve read about the air pollution these plants cause. The Sycamore creek is on this property . What about the water… the fish… the wildlife!!!!???? The small winding roads leading to this property, what about those? How do you propose getting to this site??? Will you be taking peoples property? The building this plant will destroy property value . What about that?????? Not too mention our peace we once had out here on the beautiful place. This ruins it!! I would like to voice my strong disagreement with the possibility of a methane gas plant and pipeline in Cheatham County. TVA has a responsibility to not only provide power, but also to do it safely and with the community's best interest in mind. That being said, building a new methane gas plant is backwards movement. We are trying to make the world a better, cleaner place, not building new, costly and polluting power sources. I stand fully opposed to the TVAs plan to hire Kinder Morgan to develop the Methane burning plant in Ashland City on the Lockertsville Road area. We all know that methane emissions produce hot toxic fumes that belch into the air adversely affecting the health of humans, animals, plant life,

agriculture and clean water. This area is home to century old farms with cattle and crops. Affecting the natural watershed would contaminate our clean water, many of us have springs and well water.

Even BP is partnering with the EPA and other federal agencies to eliminate methane emissions and are actively turning away from fossil fuels and focusing on clean energy. If a corporation that large can develop alternatives TVA can as well. The deadline to react to this announcement is so short it’s not fair to citizens who need to do research and learn more about this planet killing process and explore other sensible power sources. This hurry up tactic has not been transparent there is a general outline of what the TVA wants but little to no details.
