Cheatham County Generation Site EIS Scoping Report
Appendix C Summary of Scoping Comments
Tennessee Valley Authority
I would like to voice my concern about the proposed gas turbine plant on Lockertsville Road in Cheatham County. I live on Lockertsville Road a mile and half to the west of the proposed site. My family has lived and farmed in this area for 200 years when it was acquired as an 1812 land grant from the government. Since then, the land has changed hands several times and many others have moved in, all with the same purpose: to live in and enjoy nature and the peace and quiet of the countryside. This new plant would impinge directly on that common purpose of the community by negatively effecting air quality, traffic patterns, background noise, local wildlife, and recreation. I am concerned with how the plant will effect the quality of the air in the community, both due to health issues of those who live near the proposed site that could be impacted by the emissions from the plant as well as any potential odors created by those emissions and the equipment itself. Burning gas is not clean. It may be better than burning coal but that does not make it clean or healthy for those living nearby. I am concerned with the traffic patterns in the area. The site is located on very narrow and windy country roads with limited access to the site beyond the existing road without accessing through privately held property. It is not uncommon to see wildlife and pets along the road as well as people running, biking, driving tractors and other farm equipment. Adding more traffic, especially large equipment during construction and operation, would make such activities which are an every day way of life here, dangerous activities. I am concerned with the sound that might be produced by such a plant. I can't imagine that 14 turbine engines would run quietly considering just one jet or helicopter flying low over head is enough to rattle the windows and disturb the peace and quiet of the area. Spend any time in this area and you will note the quietness that's violated only by bullfrogs and birdsong and the occasional thunderstorm. I am concerned with the plant's potential to effect the water quality in the area. Spring Creek runs below the site and is fed by ground water and natural springs that run through the area that empty into Sycamore Creek below the site as well. Several of the farms and old home sites near the proposed plant pride themselves as being the site of natural springs that still produce clear, cool, clean water that is safe to drink straight from the ground, both by people and by wildlife. Such a plant has the potential to contaminate ground water and the springs as well as the creeks below the site that are used as water sources by wildlife as well as a recreational site for fishing, camping, swimming and kayaking for locals and visitors alike. The water treatment plant has intake outlets in the creek below the site as well. Potential contamination could widely effect those beyond the site as the water department has recently expanded the facility and intake to supply growing neighborhoods in nearby Pleasant View. I am concerned with the potential negative impact on wildlife in the area. Despite all the homes and farms in the community, the area has abundant wildlife that we enjoy viewing throughout the year including deer, raccoons, foxes, coyotes, possum, turkey, skunk, armadillos, bats, squirrels, bald eagles, hawks, falcons, owls, as well as many other birds and the animals that live in and around the creeks, streams, ponds, and springs of the area such as frogs, turtles, wading birds, fish, and crawfish. The noise pollution, increased traffic, and water contamination could affect that wildlife that we have all come to enjoy sharing our community with. In addition to the above concerns, I am also concerned with the safety of the proposed plant. The emissions output by such a plant can cause negative health outcomes for those around the plant, and I would like to point out that though this is a rural area, the proposed site is surrounded by numerous homes with people that spend a lot of time outdoors, either because they love it and that's why they moved here or because it's a way of life and a necessity to run their farms. I am also concerned with the impact a potential accident or spill could have on the area both for the environment and wildlife as mentioned above and those people that live near and around the site and proposed pipeline. There are many people that have homes and farms next to and in close proximity to the site and a potential spill or accident would greatly impact their way of life - their homes or their lively hoods, or both, would be negatively effected if not lost, not to mention what any of this will mean for local property values in an area where most people rely on their property as either a legacy for their children or a means to a retirement.I understand that this site is part of the effort to close down the Cumberland City coal plant as part of a larger effort to reduce the reliance on fossil fuels. I do not see how creating a new plant relying again on fossil fuels, even in a temporary capacity, can be considered a good thing for anyone other than TVA. While burning gas may be 89% cleaner than burning coal, it's 111% dirtier than what we currently have on in the Lockertsville community. I encourage to think more proactively and be more creative and innovative in your efforts to solve your coal problem and not do so by creating another problem somewhere else. negative Kristy Jackson 37015

This has many familiy farms and we do not want them interfered with. Please leave our community alone.

I am writing to express my concern over TVA’s proposal to build our natural gas plants specifically via a gas generation site in Cheatham County. This is the optimal time to transition to clean

renewable energy sources. We should not add dependence upon natural gas. We also need to think of residents’ health. Destroying land to build these sites is a further step backwards in combatting climate change. This area is currently full of scenic land that is more beneficial as farmland or untouched to combat carbon emissions. On the positive side, I applaud the addition of the Battery Energy Storage System which would help integrate renewable energy into the system. Please rethink the dedication the expansion of dependence on natural gas in the interest of TN residents present and future. negative Miranda Tidwell Natural gas seems like a common sense short term solution for immediate fluctuations in the power supply. The long term environmental problems with battery storage need to be addressed. Solar and wind also have significant environmental concerns that should be weighed against benefit. Nuclear energy seems to be the best alternative with the advances in 3rd and 4th generation reactors. This would also address nuclear waste concerns. These are my concerns as a TVA (MTEC) customer. negative Gregory Baker Our rural, yet growing community stands to gain nothing from this facility. It will be near homes, farms that provide food for people across our nation, our primary water source, and three schools. This city already has the highest water rates of any city around us and will face a 50+% increase over the next three years to fund another sewage treatment facility near the river this 'generation site' will be impacting. This project serves no purpose for us and will only negatively impact our already fragile infrastructure. negative Rebecca Davis I am expressing that the proposed plans for the power plant on Sycamore Creek is a devastating development to hear about for local farms and communities in the area. This will negatively crop, water, and resources to these farms and communities. Don’t go through with the power plant plans! negative Lyndsey Fields

Stop this toxic power plant development! We need to preserve the nature values of this city, it's why people love it here!

Cheatham County Generation Site_#151 Please do not build a power plant near Sycamore Creek! This area is full of natural beauty and valuable local farms. Spaces like these are becoming increasingly rare in the Greater Nashville Area. They need to be preserved! negative Jenny West

Please use only renewable energy for your electrical production. It is far better for the environment and is costefficient in the long run. Future generations will be thankful for your foresight.
