Cheatham County Generation Site EIS Scoping Report

Appendix C Summary of Scoping Comments

Tennessee Valley Authority

~~~~~ HEALTHY & BEAUTIFUL CHEATHAM COUNTY FOREVER! ~~~~~~ **** NO TO TVA'S METHANE GENERATION FACILITY BUILD HERE ******** I ask that TVA decides the NO BUILD alternative option. I do not want this Cheatham County Methane processing facility to be built anywhere in this county and especially on the proposed 286 acre Generation site. From where I sit on this quiet wooded acreage that is my home, the proposed TVA build site is less than 2 football fields away as the crow flies. I moved out here in August 2021 for the quiet, the fresh air, the rural lifestyle of farming, slow living, and communing with nature. We love hiking on the trails, exploring the streams and creeks and paddling on the big Sycamore creek just a few minutes away. It is an outdoor nature lover's dream "neighborhood" here. We embrace the slower agricultural life here especially growing and farming under permaculture philosophies thus growing food and flowers organically, always conscious of regenerative techniques to keep our soil healthy and rich with nutrients. Did I say how much I love the quiet and clean fresh air? I love feeling the clean cool water flow between my toes as I meander down the many blueways that finger their way down to level surface. Seeing the freshwater mini mussells contirbuting to the natural process of cleaning our waters fills my heart with joy. The holistic cycle of Nature. I do not want TVA to build anywhere near here. As TVA must know from its numerous records of polluting activity, TVA's project here PUTS OUR PRECIOUS natural beauty of our properties AT RISK, HIGH RISK for dirty business waste. The occasional diesel engine belonging to our farming neighbors or our homesteader friends is acceptable. I do not have any tolerance for TVA's proposed build. TVA will ruin my DREAMS and JOY for the natural flow we have on this ridge connected to Lockertsville Rd. I substituted as a classroom teacher in all the schools in my area in 2022 and we have 3 schools - elementary, middle AND highschoolers who will be faced withj the air pollution, construction and noise pollution, and inherent dangers that come with a combustion generating natural gas plant that TVA is proposing. TVA does little already for the youth of our region and shockingly, nearly evil, puts children and youth in harms way. They spend 30+ hours in this very area TVA plans to construct and run this unhealthy polluting facility. This is an inappropriate proposal to build here. Please go. Although NPR is just one reference I will make here, I want to share the links to articles where NPR has been investigating and disclosing discoveries of TVA's unfortunate hurtful activites towards people and the environment. https://wpln.org/post/tennessees-10-biggest-climate-polluters/ https://wpln.org/post/epa- scrutiny-1600-pages-and-secret-math-tvas-quest-for-more-naturalgas/. Might as well educate yourself or new staff who aren't aware they are working for an agency that has a dirty and hazardous history. I am open to TVA using whatever resources it has despite being in debt over $1 billion, to create a marketing and education campaign teaching ways to live minimally, reduce household power usage, and exploring other technologies that perhaps have been buried due to lack of funding. The people of this area and allies of the natural beauty in Tennessee are rising up to educate TVA and will be willing to help TVA gain the intelligence to end the plan to build the Cheatham county Generation site. Let us know how we can help. ask that TVA decides to select the NO BUILD alternative option as presented on a poster at the Public "open house" held in Ashland CIty on 6/21/23. I've attached a photo of the beautiful streams down from the proposed site on Lockertsville. This blueway is a home to birds, amphibians, flora, fauna, and humans who like to collect the river rocks and cool off by taking a dip in the fresh clean water. I will also attache a photo I took at the Open house where many neighbors and Cheatham county friends showed up at TVA's invitation. Many did not like the open house format as it split us up and we couldn't hear each other ask the experts questions or hear their response as a group. I loved the solidarity that was in the air of our community's awareness of TVA posing as a significant hazard to our neighborhoods. Also, I would be open to giving a tour to your team of our homestead where we grow our food and our land that sits between our beloved farmer neighbor who grows organically and has cattle and sheep. Your team should wear sturdy shoes and bug repellent clothing as a meander through the woods to the pretty creeks will give you insight on how a methane generation facility would not only clash with such natural healthy beauty, but shall not be built anywhere near here.~~~~~ HEALTHY & BEAUTIFUL CHEATHAM COUNTY FOREVER! ~~~~~~**** NO TO TVA'S METHANE GENERATION FACILITY BUILD HERE ******** Thank you. I am a resident of Cheatham County and attended the June 21, 2023 Open House hosted by the TVA concerning the Cheatham County Generation Site. Thank you for this opportunity to comment about this proposal. I commend TVA’s goal of creating a goal of 80 percent renewable energy for generating electricity for its region and for being totally renewable energy by 2050. But, its strategy to reach those goals lacks the speed necessary to which the times dictate and the means that could help those goals. To avoid the most negative impact of climate change, the United States should reduce its carbon issues by 50 percent by 2030. Regional utility companies have a large role in obtaining that goal. TVA’s efforts to reach that goal rely heavily on natural gas and does not maximize the roles solar and promoting energy efficiency efforts might play. This TVA proposed site in Cheatham County could better be used to produce solar with battery storage than using another fossil fuel to create energy and building an infrastructure that has a lifetime of 20 years – an infrastructure that may be obsolete in five or ten years.
Another strategy TVA could use that does not appear to be a large part of its carbon emissions plan is promoting energy efficiency. The federal Inflation Reduction Act provides $370 billion for renewable energy and energy efficiency rebates, tax credits, and direct payments until 2032. If TVA used the funds to build this fossil fuel site and instead offered similar incentives to its customers to further enhance energy efficiency (in addition to the IRA’s funds), this could reduce the anticipated need for this plant. The most sustainable power plant is one that is NOT built. At this Open House, I did not see any mention of battery storage (although I did in some other publications) nor energy efficiency. Historically, it appears TVA is in a bind of its own making. TVA wants to reduce the carbon emissions it produces to provide electricity for its region, but due to its own prior management not implementing carbon emissions methods earlier, TVA now finds itself in crisis mode still suggesting that it must rely on fossil fuels to create reliable power. Cheatham County would welcome solar on this 200+ acres. There is an active Shine on Cheatham group that is promoting renewable energy, and the Cheatham County schools is offering the second CTE course for its students that deals with solar generation and battery storage. Solar best fits what Cheatham County wants and heading toward. I am opposed to this proposed fossil fuel plant in Cheatham County. Just heard about this today (13th). Never saw a public notice or anything. Kind of poor communication and late notice. Who will use this plants output? Cheatham county? Clarksville, Nashville? Other? If not Cheatham county, what other sites are being proposed? Where is more information located - I found link on TN Sierra club site. I would like to read the other comments being submitted online etc and read any responses. Thanks! This site adjoins Sycamore Creek. What protections are in place for the creek? I kayak that area frequently.
