Cheatham County Generation Site EIS Scoping Report

Appendix C Summary of Scoping Comments

Tennessee Valley Authority

I am opposed to the gas power plant and pipeline proposed in Cheatham County, TN. There is sufficient room at the Cumberland City plant to put BOTH gas plants. Your own information says it will take 75 acres for each plant. You have more than enough room for both at the present steam plant AND the distribution infrastructure already in place. NO one will believe the Cheatham county proposal is an economically sound proposal!!! This does not even address the environmental DISASTER of running 12 miles of gas pipeline across country in Cheatham county and building an entirely new plant on the farm land TVA should never have purchased!!! I am requesting you to reconsider this proposal for the common sense idea of both plants side by side at the present steam plant location!! Save the environment, keep jobs local, and save tax payers money!

Thank you Larry Nash

Concerning the proposed methane gas plant and pipeline in Cheatham County; I am against it. I believe TVA should explore safer, more environmental friendly alternatives. The area under consideration is mostly agricultural and woodland; a plant and pipeline would destroy the habitat of many species of wildlife. Additionally there is already a water pipeline in the same area that would be at risk as well as all of us that use that water daily. negative Dave Johnson 37015 I am opposed to the power plant being placed on Ashland city. I think there are plenty of places in more rural areas that would be more appropriate for a power plant away from civilization. Please consider this before committing to building this power plan. negative Peyton Harbin 37015

This is not what I expected out my back door in Ashland city. I’ve got deer, turkeys, the beautiful sycamore creek for fishing, the Cumberland river down the road. Some great neighbors that were also escaping the ever growing hussle of nashville, but still close enough to not be out of the loop. I expected a lot of things, but never a 75 acre power plant close enough to see, smell, and hear. Thislooks like something out of a batman movie. It looks ominous and dangerous. Look, I’m no activist, definitely not a scientist, or wildlife biologist. I write songs, and pick guitars. I am a dad, and a land owner. I do miss the piece of mind I had when I thought I had left my kids some land they could raise kids on negative Misty

We do not want this in Cheatham County. We don't want this huge eye sore bordering or backing up to our farms.

I’m a resident of Cheatham County and a registered voter with 3 kids. My husband and I moved to Cheatham County to escape things like a 75 acre plant and the fear of gas lines running through our property. I ask that you please reconsider the proposition of this plant/gas line in Cheatham Countyfor the sake of our kids who love to play outside and the effects it could have on them physically and mentally. We don’t hate progress, but we do hate the idea of our children hearing, seeing, and possibly tasting the plant and it’s toxins. negative Jordan Phillips 37015 1) Replacing one fossil fuel with another may tecnically lower the amount of pollution generated by TVA in their power generation facilities, but is not helping you gain ground in your supposed path to net-zero carbon emissions. 2) If you truly must (and can PROVE it through calculations that you provide the public) construct a CT plant and BESS, locate it in an already industrialized area. Corrupting the rural landscape on Lockertsville Road, risking the air and water quality of those around the site, and disrupting the EVERYDAY LIVES AND LIVLIHOODS of hundreds of people. Your claims that no other land is available in already industrialized areas have been proven to be false. Instead of spending millions (or maybe even billions) of OUR dollars building ridiculously long natural gas pipelines with extensive property and environmental impacts, invest those dollars in purchasing more appropriate land for your generations sites - preferably closer to where you intend to transmit the power to. This project does NOT benefit Cheatham County and should not be built here. 3) If your EIS PROVES that this site and the associated pipeline must be built (and you can provide documented, irrefutable evidence to this), reroute the end of the pipeline route to be downstream of the Pleasant View Utility District drinking water intake. The current location shows an incredible lack of foresight and a complete disregard for the wellbeing of the people of Cheatham County. 4) Be aware that you should include the cost of legal fees and declining reputation in your EIS calculations. As you saw at your "open house" to check the 'legal box' of public notice, our community exceeded your attendance expectations (which were low because of your failure to properly advertise the meeting and meet the spirit of NEPA). Now that the word is being spread about this plan to generate power for West Nashville in this quiet, rural comminuty and build pipelines against landowners' wills, you will come to realize that you're in for quite the fight. Cut your losses and find another location. negative stephanie henry 37402 I am a Cheatham County resident and voter who is very much AGAINST the new 75 acre power plant in Ashland City. I have land that I intended to pass down to my kids within a mile of where this is going and the last thing I want is for them to smell, hear, see, and possibly taste the effects of this. People move to the country to get away from things like this and it’s absolutely going to cause me, and others, to relocate out of Cheatham County because of it. I ask that you please reconsider building this, for the sake of our children and the citizens of Cheatham County who this will effect. negative Josh Phillips 37015

Hello, TVA. Thank you for considering these comments. I understand the need for stored energy solutions to augment renewable energy sources, which are as unpredictable as nature itself. I understand the need to quickly bring new energy online (and to take it back offline) to balance the needs of production and demand. I appreciate that the TVA is considering other battery storage and water storage projects. I appreciate the expertise your engineers bring to the field, and I respectfully ask that they consider all possible options to limit the expansion of fossil fuel burning in our state, so that this gas fired plant is not built. It's becoming clear to even the most skeptical that climate change is occurring, and that the actions human have taken in the past, are taking now, and will take in the future do influence the outcome. Stated simply, we're out of time if we wish to prevent catastrophe for ourselves and for life on earth. Even Tennessee is not immune from the effects of increasingly extreme weather. The time for easy solutions has passed. Please find a way to lower fossil fuel usage as soon as possible. I don't have the solutions because I'm not a power engineer. However, I know we are not alone, and that many engineers are already implementing solutions. Please participate in that global sharing of knowledge, and bring it home to Tennessee. I can seethat is an exciting time to be in this field, as there is great need and therefore great creative opportunity. Thank you again for listening neutral Geoff Lovett 37027

I would like to go on record stating that, as a resident of Cheatham County for over 25 years, I am adamantly against this proposed plant! The lack of environmental research by TVA, as well as the backdoor effort to pass this is appalling. To sign an agreement for the pipeline prior to any approval is proof positive TVA can not be trusted to be honest and forthright with the information they have presented to this community. This is a blatant attempt to bastardize our county for the benefit of the more prestigious counties! Utilizing our land, which was obtained due to the more afforable land prices, and destrying our beautiful countryside is unacceptable!
