Cheatham County Generation Site EIS Scoping Report

Appendix C Summary of Scoping Comments

Tennessee Valley Authority

Project Description and Purpose: What is the proposed size and capacity of the methane gas plant? How was this site located and why was this site selected for a Methane plant? When did the TVA decide to convert this site to Methane production? What is the intended purpose of the plant (e.g., electricity generation, natural gas production, waste management)? What are the primary fuel sources for methane production (e.g., Hydraulic fracturing, or fracking/fracked gas, landfill gas, biogas from agricultural waste)? Environmental Impact Assessment: What potential environmental impacts are associated with the plant's construction, operation, and decommissioning? How will air emissions be monitored and controlled to minimize pollution and ensure compliance with regulations? What measures will be taken to mitigate and manage potential impacts on water resources, including groundwater and surface water bodies? How will the plant address and manage waste, including by-products or residuals generated during operations? Community and Social Considerations: How will the project engage with and address concerns from the local community, including nearby residents, schools, and businesses? What measures will be implemented to ensure the safety of surrounding communities and mitigate potential risks? How will the project impact local infrastructure, such as roads, utilities, and services? What are the potential socioeconomic impacts of the project, including job creation, local economic development, property values and community well-being? Will the project contribute to energy affordability, reliability, or energy security in Cheatham County? Economic Considerations: What are the projected economic benefits of the project for Cheatham County, including job creation, tax revenues, and local economic development?

How will the project impact energy prices, supply, and security in the local area? What city/county will be the primary beneficiary of the energy produced at this site? What are the projected long-term operational costs and economic viability of the methane gas plant? What are the projected long-term costs associated with a more sustainable energy source? What are the projected long-term costs associated with solar? Is solar a more cost effective and environmentally sustainable alternative? If not, why?

Regulatory and Permitting: What permits, licenses, or approvals are required for the construction and operation of the methane gas plant?

How will the project comply with local, state, and federal regulations regarding environmental protection, emissions, waste management, and public health? What is the timeline for the permitting process and any associated public comment periods or environmental impact assessment requirements? Alternatives and Sustainability: What alternative sites and energy sources or technologies, such as solar, wind, or geothermal, been considered and evaluated for the project's purpose? How does the methane gas plant align with regional and national energy goals, climate targets, and sustainability objectives? What measures are in place to optimize resource efficiency, energy recovery, and minimize greenhouse gas emissions during the plant's operations?

Air Quality: What are the expected and potential air emissions from the methane gas plant, including greenhouse gases, particulate matter, volatile organic compounds (VOCs), and other pollutants? How will the project monitor and control air emissions to ensure compliance with air quality regulations and minimize impacts on local air quality? What measures will be taken to mitigate the release of methane, a potent greenhouse gas, during the plant's operations? What technologies or emission reduction strategies will be employed to minimize air pollution, including the use of pollution control equipment or best available techniques? Water Resources : How will the project impact water resources, including nearby surface water bodies, wetlands, and groundwater and how does the TVA intend to manage and protect our waterways? What measures will be implemented to prevent or mitigate potential contamination of water sources from plant operations, including wastewater management and treatment?

How will stormwater runoff be managed to prevent sedimentation and potential pollution during construction and operation phases? Will the plant require water for cooling or other processes, and what will be the source of water? How will water usage be minimized or recycled?
