Why did TVA not reach out to our Mayor and County Commission prior to the purchase of the land?
TVA was in contact with the Cheatham County Director of Economic Development at the time of the land purchase, at which time there was no specific, pre- determined plan for development of the property. The Scoping Flyer (distributed publicly prior to the Open House on June 21st, 2023) contained a QR Code with a link to the TVA NEPA website (www.tva.com/nepa). In the Related Documents section, the Scoping Open House Posters (June 2023) document includes aerial maps (page 3 of the document) showing the regional and local location of the site (for reference, the Scoping Flyer was also posted at this same location on the website). These posters were visually displayed at the Open House to provide public visibility to the location proposed. There is currently no physical address for this site. The legal closing document indicates the property as a tax parcel (County Tax Map 35 Parcel 031.00) with no physical address. TVA NEPA notices generally provide the county or city where a proposed project may take place. Then a map is made available in the NEPA review. On June 6, 2023, North Region Community Relations Manager Chris Smith distributed flyers at Cumberland Electric Membership Corporation in Ashland City, the Cheatham County Economic and Community Development Office, County Clerk Office, Food Lion, Cash Saver, Dollar General, Wal-Mart, United Community Bank, Pinnacle Bank, and Family Dollar. There was an additional outreach on June 13, 2023, during which flyers were left at River View Restaurant, the UT/TSU Extension Office, Cheatham County Library, and the Braxton Community Center. Land purchases and generation capacity proposal decisions are made in accordance with the recommendations specified in the most current TVA Integrated Resource Plan (IRP). Based on the timing of the Cheatham County proposed generation notice, the 2019 IRP is the governing document. Generation from the Combustion Turbine (CT) plant proposed for this site would be within the ranges of the target power supply mix specified in the 2019 IRP. Is there precedence for omitting the location in the notice? If not, why didn’t it have one?
You stated you posted flyers in local businesses. What businesses were these flyers posted in, and where can we obtain a copy?
Where is the study and/or assessment that factored into TVA's decision to purchase additional land assets for methane plants?
