ACTION – Mandatory and Voluntary Fee Increase: SUB Fee, Basic Needs Fee, and Washington Student Associate Fee The following mandatory and/or voluntary fees have been proposed effective fall term 2023 and require Trustee approval prior to implementation: Services & Activities Fee The Services and Activities Fee is established in statue and exists to fund student services & programs. The student managed S&A Fee Committee approved the recommendation to increase the Services and Activities Fee by 15% per quarter ($35 per quarter). The 15% increase was proposed in alignment with increases from other similar institutions over the period since the last CWU S&A fee increase (2018). The proposed increase is intended to support student services & programs that are under extreme pressure due to lower enrollment and corresponding fee revenues. This increase was also endorsed by ASCWU. Student Union Building (SUB) Fee The SUB Fee supports the operations and maintenance of the building and contributes to the annual debt service related to the SURC. The ASCWU endorsed an increase to the student union building (SUB) fee for 2023-2024 academic year (fiscal year 2024). The proposed increase is $5 per quarter ($74/quarter assessed at 1 credit to only Ellensburg students). The last increase to the SUB fee was 2013. Basic Needs Fee (New Voluntary Fee) The ASCWU proposed instituting a new Basic Needs Fee via a referendum vote to the general CWU student body. The Basic Needs Fee is for CWU undergraduate and graduate students at the Ellensburg campus. The $6 per quarter fee amount was voted on by the student body and approved on May 5, 2023. The fee will be assessed quarterly starting fall quarter of 2023 and will be subject to inflation adjustments starting fall quarter of 2024. The fee will support students experiencing trouble with food access, housing, and other circumstances that would hinder their academics and overall well-being. This fee will: 1. Offer paid student positions dedicated to sustaining and elevating essential resources 2. Create and expand upon basic needs programs 3. Replenish and elevate the Wildcat Pantry (also known as PUSH), a service that provides free groceries and professional clothing to students (without application) on a regular basis Washington Student Associate Fee (Increase of a Voluntary Fee) The ASCWU proposed an increase in the Washington Student Associate Fee via a referendum vote to the general student body. The Washington Student Association fee exists to ensure that CWU students have student representation to Washington lawmakers, advancing student issues, lobbying lawmakers to support student needs, and funds opportunities for CWU students to actively engage with the legislative process. The proposed fee increase from $1 to $2 per quarter to ensure that ASCWU Student Government and the Washington Student Association can continue to support students in these areas as programs and costs grow.
