Central Washington University Board of Trustees July 21, 2023 ACTION – Services & Activities Base Budget Allocation Adjustment Attachment - Memorandum Base Funding Adjustments Services & Activities

RCW 28B.15 establishes the Services & Activities (S&A) fee, which is collected from students at registration and is allocated to programs as direct budget allocations or indirectly through other organizations to fund student services and programs: student government, campus activities, a portion of the Recreation Center, some operations of the Student Union, and student travel for events. The Services and Activities Fee Committee is comprised largely of students but includes faculty and staff representation. The students are the only voting members. The S&A Committee recommends, and the Board of Trustees approves programs and corresponding budget levels for university organizations funded by Services and Activities Fees (S&A Fees). Board approves a quadrennial budget for S&A fees, which the S&A committee allocates over four fiscal years. Within each fiscal year budget, the committee sets aside funds for anticipated or supplemental requests. Supplemental requests over $25,000 must be authorized by the Board of Trustees. The committee recommended approving several adjustments to base funding allocations totaling $34,253 to address the growing cost of minimum wage, and since the ASCWU budgets and programmatic areas are fulling staffed and supported by students, who are most directly impacted by the minimum wage increases. These recommendations were based upon student feedback and response.

We recommend the following motion:
