The same year , Simon Commission report recommended establishment of representative government in Provinces of India. The commission arrived in British India in 1928 to study constitutional reform in Britain’s largest and most important possession. In this context it is necessary to understand Iqbal’s address in Allahabad who was building a case for a multicultural society with an emphasis on Muslim majority but the major problem which the Indian Muslim community faced was ‘perfect leadership’ and ‘factionalism’. The majority of the Hindus and the British thought that the Muslims of the Subcontinent would never be able to redraw British India’s map, considering it as a futile effort. In 1913 , Muhammad Ali Jinnah joined the All India Muslim League, he had been an active member of the Congress for some years ; Jinnah gave up all hope of reconciliation with the Congress. His politics took a more definite turn towards separation. Now or Never! Were we to live or perish forever? It was taken as the victory of the Muslims of the subcontinent that Muhammad Ali Jinnah came back from the UK and started re-organizing the All India Muslim League. Few individuals significantly alter the course of history. Fewer still modify the map of the world. Hardly anyone can be credited with creating a nation-state. The moment of the truth that Muslims and Hindus are two dominion states which has to be finally resolute. Politics was taking a different turn. March 19, 1940, the police opened fire on the Khaksars in Lahore, killing a number of them and wounding many others. Five days later, the All-India Muslim League was going to pass Lahore and Khaksar Resolutions during its historic session in Lahore. British India , Lahore on March 19,1940 , the British Government in the Punjab decided to ban all the paramilitary organizations in the Punjab and stopped the Muslims from parading in public and also from wearing military uniform. Khaksars refused to obey the directives and decided to hold their military parade in the area of Bhati Gate. When police tried to disperse the rebels, they resisted and clashed with the police. It resulted in the killing of around 50 Khaksars and many other were injured. The atmosphere of Lahore was tense.
