AI governance (strategies, draft laws, or dedicated institutions): Angola published a draft AI Law. Nigeria introduced multiple AI-related bills, including the National Artificial Intelligence Commission Bill. Ghana introduced an Emerging Technologies Bill proposing a cross- functional Emerging Technologies Agency. Côte d’Ivoire, Kenya, Libya, and Nigeria adopted national AI strategies. Egypt updated its AI strategy and announced plans for a dedicated AI body. Mauritius established an AI Unit within its ICT Ministry. Chad appointed a head to its newly created Directorate of Artificial Intelligence. Sudan established the Sudanese Data and Artificial Intelligence Authority. Uganda and Zimbabwe are developing AI policies.

Data localisation and sovereignty frameworks: Kenya published a Cloud Policy requiring government data to be stored within its territory and began formulating a National Data Governance Policy. Morocco issued a data classification guide mandating domestic storage for sensitive data. Mozambique validated a National Data Governance Policy. Burundi validated its first National Data Governance Strategy. Rwanda published its National Data Sharing Policy. The Gambia validated its National Data Policy.

Cybersecurity frameworks and institutions: Angola issued presidential decrees establishing a National Cybersecurity Strategy and a National Cybersecurity Centre. South Sudan passed the Cybercrime and Computer Misuse Bill. Djibouti presented a bill to establish a National Cybersecurity Authority. Liberia passed the Cybercrimes Act 2025. Botswana deliberated on a draft

Cybersecurity Bill. Rwanda acceded to the Budapest Convention.
