■ High Life Highland has the highest average swim fee (£8.10), followed by Freedom Leisure (£6.65). ■ Parkwood Leisure has the lowest, with a £5.67 average per-swim fee. Parkwood and Halo Leisure are the only top 10 operators to charge less than the UK public sector average. ■ Compared to 2024, average pay-per-swim fees at GLL are +5.9%, SLM +5.6% and Freedom Leisure +4.1%.
■ As previously noted, the average pay-per-swim fee across the top 10 public sector operators is £6.37 in 2025. This represents a 4.9% increase on 2024, when the average fee was £6.07. ■ This compares to a UK-wide average of £5.80 in 2025, making swim fees across the top 10 operators 9.8% higher than the UK public sector average. ■ All top 10 operators charge, on average, £5.50 or more for a swim.

■ In 2025, Freedom Leisure, High Life Highland and Wiltshire Council operate the same number of centres with a pool as they did in 2024. ■ Parkwood Leisure and Fusion Lifestyle have fewer centres with pools in 2025 than in 2024 (both -6).
■ In 2025, GLL operates two more centres with pools than it did in 2024. (See interview, page 56.) ■ Everyone Active (SLM) – the only other public sector operator to operate more than 100 centres with pools – has gained three centres with a pool since 2024. (See interview, page 70.) ■ Places Leisure (+10), Serco Leisure (+9) and Halo Leisure (+2) are the only other top 10 public sector operators to operate more pools in 2025 than in 2024. Places Leisure has seen the greatest growth of any public sector operator.
