Quarterly Question

What are Participant-Directed Services (099 hours) within NLACRC’s Self-Determination Program, and how do Independent Facilitators use these hours to support participants through the SDP process? Within NLACRC’s Self-Determination Program, Participant-Directed Services (099 hours) are authorized to support participants with the planning, coordination, and oversight of their Self-Determination services. These hours are not for direct services; rather, they are used to assist participants in understanding and navigating the SDP process. 099 hours support key SDP activities such as preparing for and participating in IPP meetings, ensuring the participant’s goals, needs, and outcomes are clearly identified and reflected in the Individual Program Plan. These hours also support individual budget development, and aligning services with IPP outcomes. Independent Facilitators may assist participants in securing a Financial Management Service (FMS) by explaining FMS roles, supporting the selection process, and coordinating next steps. Additionally, 099 hours are used to help participants develop a spending plan that aligns with the approved budget, IPP goals, and NLACRC and DDS SDP requirements. 06 Independent Facilitators use 099 hours to promote informed choice, participant control, and compliance with SDP guidelines throughout the implementation and ongoing management of the program. SDP participants who are interested in receiving Independent Facilitator support under 099 hours should contact their Consumer Services Coordinator (CSC) to discuss authorization and next steps after completing the mandatory SDP orientation.

In Focus: DDS Directives

What are DDS Directives?

The Department of Developmental Services (DDS) frequently distributes directives to regional centers that provide guidance and instruction on a variety of policy issues. These directives are in accordance with Welfare and Institutions Code section 4685.8(p)(2), which authorizes the Department of Developmental Services (Department) to issue program directives or similar instructions until regulations are adopted.

All regional center directives are posted here: Regional Center Directives

Self-determination-specific directives can be found at: SDP Program Directives
