Develop Commissioning & Turnover Plan. (TOP’s) Turnover packages which outline: • Description of project, organizational chart, responsibility matrix, systems definitions (including highlighted P&IDs), startup schedule, budget and list of vendors. • Develop Pre-commissioning, Startup and Operating Procedures, and Operator Training Materials. • Contact all vendors necessary for startup support to alert them to the schedule and get quotes for services.
