New deal agreed for PR Trail

"e United Counties of Prescott-Russell (UCPR) and VIA Rail have a new agree- ment regarding dealing withmaintenance responsibilities for the Prescott-Russell Recreational Trail (PRRT). !e agreement includes a last-minute amendment addition at VIA Rail’s request. !e amendment makes the UCPR res- ponsible for dealing with any “squatter’s rights” claims from residents with land hol- dings adjacent to the PRRT. !e site of the trail is a former railway bed but the land still belongs to VIA Rail, which has allowed the counties to develop the old rail bed as a recreational trail. !e original rights-of-way still apply to the old railway route. !e amendment to the trail maintenance agreement puts all responsibility for dealing with any “squatter’s rights” claims on the UCPR. !e counties have not had any such pro- blems in past dealings with landowners ha- ving property adjacent to the trail. Carole Lavigne noted during an interview that the UCPR and neighbouring landholders already have legal agreements that cover the situa- tion regarding the old rail line rights-of-way which may encroach on any pasturage. “It is well-written,” she said, “that they do not own (that) land.” ATV access bylaw revised Riders who enjoy taking to the bush on their all-terrain vehicles (ATV) should check with the United Counties of Prescott-Russell (UCPR) office now for the latest information about what roads they have access to as connectors to their regular bush trails. The UCPR council approved Bylaw 2015-45, which deals with ATV access to public roads in accordance with the provincial regulations dealing with off-road vehicles. The bylaw includes an appendix lis- ting which municipal and county roads within Prescott-Russell are open for limited ATV traf- fic. – Gregg Chamberlain
