Police file C-R council probe report with Crown
Rockland Citizen Facebook page. The emails, all in French, show Lalonde providing advice on how to remove Gatien from his position then as the city director. The suggestions included having council members file formal complaints against him. At that time Lalonde was the subject of a defamation lawsuit by Gatien for state- ments printed in Les Mousquetaires jour- nal, which Lalonde co-produced with oth- ers for several years prior to the November 2010 municipal election. The journal ceased publication soon after the 2010 election. In 2011 Gatien resigned from his position as city director and chief executive officer. The entire council later had to negotiate an out-of-court settlement with Gatien which cost the city $372,834.40 in salary and ben- efits, a severance package, and legal costs for Gatien. Clarence-Rockland’s ex-CEO is now the economic development director for Russell Township. In a past interview with the Ottawa Citi- zen, Lalonde claimed the emails could not be used against him in any investigation because their contents were under the le- gal protection of client-solicitor confidenti- ality privilege. The OPP investigation report has now gone to the prosecutor’s office for review and to determine whether or not criminal charges will result against the four. The Vision called the mayor’s office for comment. As of press time there was no reply.

The OPP are done with their investigation of Marcel Guibord and two members of council. Now the question is whether or not the Crown Prosecutor’s office will file any charges. The mayor and two councillors, Guy Félio and Diane Choinière, and the mayor’s for- mer business partner, Stéphane J. Lalonde, were the subjects of an investigation by the OPP anti-rackets unit about an alleged con- spiracy against Daniel Gatien, the former director for the City of Clarence-Rockland. The breach-of-trust investigation cen- tres around a series of emails exchanged between the four following the Novem- ber 2010 civic election. Guibord had filed a complaint with the OPP that the emails were stolen from his computer. But after police reviewed the contents of the emails their investigation focused instead on the newly-elected mayor and two councillors and Lalonde. The mayor has since told the Ottawa Citi- zen that the emails were fakes but has not explained why the complaint he filed re- ferred to them as stolen. As part of their investigation police in- terviewed Lalonde and tried to interview the mayor and two councillors about the emails. There is no confirmation at present whether police have talked to Mayor Gui-
bord. Félio reported in one media interview that he had declined to speak to police on the advice of his lawyer. Choinière has indi- cated she does not want to talk about the case.
The emails which are the subject of both the original complaint and now the breach- of-trust probe were posted online through Facebook by a person using the alias of Ser- gio Netaliano. The emails are still available online through the Citoyen de Clarence-
