CareerSource Tampa Bay (CSTB) is a 501 (c)(3) non-profit organization and the designated local workforce development board for Hillsborough County, Florida. Through effective community partnerships, CareerSource Tampa Bay provides workforce and economic development resources to local businesses and serves as the base of employment and training services to a community of more than 1.5 million residents. MESSAGE FROM OUR LEADERS
Strategic Pillars and Program Highlights The Program Year 2022-2023 has seen significant progress across various strategic pillars. Noteworthy initiatives include the CareerEdge Virtual One Stop Design & Implementation, Asset Mapping Portal & Searchable Database, planning for a Youth Opportunity Summit in 2024, and System Strategy & Redesign. These efforts underscore our dedication to fostering a robust, inclusive, and adaptable workforce ecosystem. Direct Services Pillar and Tampa Bay Summer Hires Program The Tampa Bay Summer Hires program continues to be a beacon for young adults, offering paid internships and leadership opportunities. With over 1,500 applications received, we served 522 youth in 2023. This initiative aligns with our mission to empower the next generation and bridge the gap between education and employment. Conclusion As we reflect on the accomplishments of the past year, we are filled with gratitude for the unwavering support of our dedicated board members, partners, and staff. CareerSource Tampa Bay remains committed to driving positive change in our community and contributing to the economic prosperity of Hillsborough County.
The journey toward this integration will commence in the first quarter of the upcoming year, contingent on USDOL approval. Regional Workforce and Demographic Indicators Our region has witnessed remarkable progress in employment, with the unemployment rate in Hillsborough County reaching a commendable 2.5 percent in March 2023, a 0.3 percentage point decrease from the previous year. This positive trend reflects the collective efforts of our dedicated team and the support of our community partners. Notable job gains were observed in various sectors, including Leisure and Hospitality, Trade, Transportation, and Utilities, Education and Health Services, and Professional and Business Services. Despite the challenges faced by the Information industry, our overall employment landscape has thrived, contributing to the economic vitality of our region. Population Growth and County Dynamics Hillsborough County has experienced a robust population increase of 1.9%, totaling 28,846 more residents in the past year. This surge aligns with the statewide trend, as Florida welcomed an additional 416,754 individuals, bringing our state population to 22,244,823 in 2022. As we navigate this growth, CareerSource Tampa Bay remains committed to facilitating workforce development to meet the evolving needs of our expanding community. Leadership Changes and Acknowledgments We extend a warm welcome to Jonathan Wolf, who succeeds Ken Jones as the CareerSource Tampa Bay/County Liaison. Ken, your years of leadership and commitment have been invaluable, and we express our deepest gratitude for your dedicated service to the CareerSource Tampa Bay Board. We would like to thank Kay Jefferson, VP of Business and Community Development. Kay has played a pivotal role in enhancing CareerSource Tampa Bay's capabilities, and her departure on June 30, 2022, will be keenly felt. We look forward to working with Mario Rodriquez who is set to take over as our new Business Director.
As we approach the culmination of another successful fiscal year, we are pleased to present the annual report for CareerSource Tampa Bay, highlighting our achievements, challenges, and strategic initiatives. Our success is attributed to the collaborative efforts of our Board, Elected Officials, Staff, Leadership Team, and Partners. Together, we have not only regained the community's trust but have also initiated groundbreaking projects. One such project is the Career Clarity Pod, including a virtual reality section and a new database for career exploration, launched in 2023. We would like to highlight some other areas of achievement during the program year 2022-2023. REACH ACT Letter Grade One of the notable accomplishments is our recognition by CareerSource Florida, receiving an impressive 95.91 or an A letter grade under the new grading system introduced in 2022. This was officially announced in October 2022. This transparent evaluation, part of Florida's 2021 Reimagining Education and Career Help (REACH) Act, reflects our commitment to excellence and accountability. This achievement underscores the significant strides we have made since my tenure began in January 2019. The new letter grade system provides a standard, statewide assessment that allows local workforce development boards to identify areas in which we excel and areas that can be strengthened to improve outcomes for all Floridians. Strategic Initiatives and Reach ACT/Alignment Update Our strategic vision is further underscored by the recent recommendations from Ernst & Young during the CareerSource Florida meetings. We are actively pursuing the consolidation of workforce areas, with plans to merge Hillsborough and Pinellas Counties into a single, synergistic workforce development area.

WIOA Success Story – Courtney Ford Courtney Ford came to us to begin her training as a CDL driver and completed her training successfully but did not pass on her first attempt at the road test. Courtney reached out to me and told me she had not passed her road test and had to pay $400 to retake the test. Courtney used her credit card to pay for the exam. However, she was so anxious she was about to give up, but by talking through it with her and reminding her of her strengths, Courtney passed the exam! Now came the hard part—finding work. Her Career Coach assisted her with updating her resume in preparation for an upcoming job fair at CareerSource Tampa Bay. A couple of weeks later, Courtney reached out to tell us that she received a job offer. She will work with Republic Services as a driver and earn $21.00/hr. In addition to her salary, she will receive a sign-on bonus of $2500! Courtney is grateful for the services we offer and is looking forward to new beginnings. WIOA Youth Success Story - Shakayla Zinnermon Shakayla: a bright, determined young adult came through our doors in May. She was looking for a program to help her get a job. After working with our youth staff, Shakayla was able to identify that she needed more than a job if she was going to change her circumstances. Shakayla was able to work with Ms. Pattison to enroll in the Penn Foster program. She thought a diploma was out of reach due to the responsibility of raising her son, who has autism, and her housing crisis. Through the acceptance and flexibility of our program, Shakayla not only completed her diploma, she also is soon to start her phlebotomy certification in August. She has also started a new job as a Medical Technician. “If I would have had to go back to regular high school after I had my baby I probably never would have gone. Working with CareerSource has enabled me to complete my diploma through Penn Foster and now I’m able to pursue my dreams of getting into nursing, starting with my Phlebotomy Certification. I feel proud of myself, like the biggest barriers that were keeping me from getting where I need to go to take care of my family are gone now and there’s nothing holding me back.” -Shakayla Zinnermon

Special Programs & Grants
Since launching in 2019, Tampa Bay Summer Hires (TBSH), has provided more than 2,500 low-income and disadvantaged youth with paid work experience and access to career exploration activities, work readiness skills and financial literacy training. Youth can participate in one of three tracks offered over the course of 4-8 weeks: Paid Work Experience, Virtual Career Exploration and Leadership Academy. Youth also participate in a youth summit; receive financial literacy education and employability skills training; and earn incentives, certifications and credentials during program participation. STORIES THAT INSPIRED US RESEA Success Story – Neal Matthews Neal Matthews is a veteran, who had been searching for work for one month before receiving RESEA services through CareerSource Tampa Bay. Mr. Matthews lost his position working as a Senior Learning Manager and was looking for a new position in training and development management. Mr. Matthews has a bachelor’s degree and years of experience in his field but was finding it difficult to find a new position. After meeting with his RESEA Specialist, Mr. Matthews was referred to Employability Skills Training workshops, CareerEDGE, Alison Online Training, and ONet resources available through CareerSource Tampa Bay. Mr. Matthews was also provided with labor market information, referred to EmployFlorida for resume creation and job searching, and attended a Virtual Interviews workshop. Mr. Matthews was offered a position with Air Products/Chemicals, working full-time as a Continuous Improvement Lead and earning a salary of $90,000 per year. Mr. Matthews is gaining valuable experience working in a field that he enjoys, while earning a high self-supporting salary.

STORIES THAT INSPIRED US Employer Success Story – Crisis Center of Tampa Bay In partnership with Ultimate Medical Academy, 12 participants completed the EMT Apprenticeship Program with the Crisis Center of Tampa Bay. This was a great collaboration between CareerSource Tampa Bay’s WIOA and Business Services teams. CareerSource Tampa Bay supported students with funding for both the occupational skills training and OJT components of their program. All participants are currently employed with the Crisis Center of Tampa Bay, and we are working to complete the second cohort of this program.

Financials As a non-profit organization, we rely on external funding to support our day-to- day operations. Most of our resources are provided through the Workforce Innovation and Opportunity Act (WIOA) under the Employment and Training Administration of the United States Department of Labor (USDOL) and the Florida Department of Commerce (FloridaCommerce). Additional funding is provided by the USDOL through Wagner-Peyser and the State of Florida as we support programs such as Welfare Transition, Supplemental Nutritional Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF). We also pursue additional funding by applying for grants.
