About Lions Home For The Elders
Initiated and established by the Lions Clubs of Singapore, Lions Home For The Elders offers a spectrum of eldercare services, including caregiver and family support to assist families to meet the challenges of their loved ones growing old. A non-profit organisation, Lions Home actively promotes and employs best practices in providing a comprehensive range of services and programmes for the ageing population. Our first community home was founded in 1980 and it housed 18 destitute and elderly residents. Over the years, we have expanded our services, capabilities and capacities to include a holistic approach in elderly care and have grown to become one of Singapore’s leading eldercare service providers in the community.
Today, Lions Home operates two fully equipped, well-designed nursing homes at Bishan and Bedok South, with the capacity to house 384 residents. We have a team of over 250 professional clinical and care staff, as well as support services staff handling administration, finance, operations and social welfare functions. We also engage doctors and allied health professionals such as physiotherapists, occupational therapists and speech therapists, to complete our nursing home services.

CHAIRMAN'S REPORT
EMBRACING TRANSFORMATION with DIGITAL TECHNOLOGY Kebbi Social Robot Kebbi is a social robot with voice and facial recognition features to support and engage residents through singing, dancing, and social communication. With its ability to cater to seniors with various cognitive, social and leisure needs, Kebbi assists in addressing the social needs of individuals. Progressively, we hope that Kebbi will complement the lived experiences of our residents with dementia, be therapeutic in meeting their social needs, and eventually, optimise their quality of life. PARO Therapeutic Robot PARO, a plush therapeutic robot that mimics the appearance, movement, and sounds of a baby seal, is able to serve as a companion to lonely residents with dementia by reacting to their touch with life-like sounds and movements. The therapeutic robot seal’s use is similar to animal therapy in that the robot helps to calm elderly people who have dementia or a loss of cognitive function. Dexie Dexie, a lifelike humanoid robot, was introduced to improve residents’ experience as well as to improve productivity. Dexie is able to conduct group exercises, games, and music and movement activities with our residents. It is also able carry out simple conversations for residents who are lonely or exhibiting behavioural issues. In addition to the benefits to our residents, Dexie reduces the manpower required at the wards as it can help conduct group exercises, games and also engage residents in singalong activities. The adoption of innovative interventions to support persons in dementia care is an emerging trend in recent years. With the ability to cater to seniors with various cognitive, social and leisure needs, the use of social robots will help to address the social needs of our seniors and reduce their sense of isolation and loneliness. The Home first embarked on our digital transformation journey to increase productivity and efficiency in 2019. As part of our ongoing efforts in digitalisation, we have introduced various robotics technologies as well as different eldercare solutions to engage and benefit our residents. Social robots have been known to improve the engagement and wellbeing of the elderly, for example, with the help of Kebbi, a social robot as illustrated below.
“Science, technology and innovation can be harnessed to address some of the world’s most pressing challenges, such as climate change, public health, and keeping people healthy as the world population ages.” Deputy Prime Minister Heng Swee Keat said in his speech at the Asia Tech x Singapore (ATxSG) 2024 opening ceremony on 30 May 2024. Lions Home For The Elders has been ever mindful to seek opportunities to adopt new technology to meet the ever-changing needs of the eldercare landscape. I am delighted to share with you the exciting strides that Lions Home in this respect. We believe in adopting a forward-looking and proactive approach in tapping on smart technology to provide a higher quality of care for our residents, in ensuring that we are poised to embrace the future of eldercare.

introduction of Dexie, we have seen a 20% increase in the positive engagement of the residents, and a 75% reduction in manpower required for such activities. LOVOT Social Robot LOVOT, a social companion robot from Japan, was introduced during a trial programme, in collaboration with the Singapore University of Social Sciences. Equipped with a camera that allows them to identify the user and follow them around, the LOVOT robot can also dance and show affection by changing its eyes display to hearts. One of its notable features is that it has the exact temperature of a human being, making it warm to touch or carry, which helps in enhancing levels of comfort and feelings of love and warming the hearts of the elderly. Hand Rehabilitation Gloves In order to prevent loss of strength and improve the hand functions of our residents, Lions Home introduced the Syrebo hand rehabilitation robot gloves to our residents in 2023. Suitable for passive training, dexterity training and fine motor training, there are various training modes that enables fingers and hands training to be more purposeful, for example, it can assist to grasp and hold objects. The gloves are also able to help with the recovery of hand functions such as loss of dexterity, contracture, oedema and sensory impairments recover better. Magnetic Muscle Therapy The BIXEPS Quantum TX machine was piloted in 2023 at the Senior Care Centre and selected wards for our clients and residents. BIXEPS utilises innovative magnetic muscle therapy to provide the benefits of exercise
and muscle activation without strain, and is used to supplement exercise regimes. The machine is also easy to use as the resident only requires one or two sessions per week for a 12-week programme. Doll Therapy The doll therapy programme was introduced to provide comfort and to improve the well-being for residents with dementia. It allows them to reconnect their memories and experiences as parents, grandparents, or caregivers. Cuddling, chatting and positive mood and engagement were observed as they interacted with the dolls given to them. Doll therapy can promote social interaction between individuals with dementia and their caregivers or peers. Caregivers can engage in conversations and bonding moments centred around the doll. STAFF MENTAL HEALTH WELNESS Recognising the paramount need in caring for our staff’s mental health wellness, beginning December 2023, Lions Home introduced a programme which offers counselling services to support employees’ mental well-being, tailored to individual needs. Resources such as trained counsellors are available to provide guidance and practical strategies for managing stress and personal/work-related challenges, where employees will receive confidential support for issues like anxiety, depression, and relationship conflicts. By prioritising our employees' mental wellness, Lions Home fosters a supportive work environment that promotes productivity and overall mental well-being.
QUALITY CLINICAL CARE Feedback Tracking Management The Feedback Tracking
Management project seeks to harmonise the voices of our residents and their next-of-kin. Its aim is to ensure that their concerns and suggestions are not only heard, but also resolved promptly to their satisfaction. The project began in January 2024 and is essential for understanding the diverse needs and expectations of residents and their families. Through this initiative, the Home can adapt and evolve in response to feedback, thereby enhancing the overall quality of care provided. Fall Prevention System Fall prevention systems are essential for monitoring elderly residents to prevent falls, especially for those with dementia and frailty, as well as fall-risk individuals. They offer continuous monitoring to detect risky behaviours or movements, enabling timely interventions. These systems can be customised independence while minimising the risk of falls. Overall, they are crucial in creating safer living environments within care facilities. After testing different fall prevention alarm systems for six months, we implemented a fall prevention system in both of our homes in June 2023. This allows our healthcare team to respond quickly and assist with residents’ needs, thus preventing any potential falls. to provide personalised assistance, promoting

who have enabled the Home to continue providing the care to the elderly in our facilities. This year, the total outright donation has increased by 10%. We continue to look forward to your kind support while we continue to provide excellent care to the elderly. THANK YOU Going forward, Lions Home will continue in our endeavour to tap on technology to enhance the quality of life and ensure the safety and well-being of our residents. We will persevere in exploring the latest healthcare technologies to provide new experiences to our residents, to keep them actively engaged, physically and mentally, and to provide them with quality care during their sunset years. the COVID-19 pandemic, this event was cancelled for three years. We were glad that our staff enjoyed themselves. We would also like to thank all our generous sponsors and guests for making the event a memorable one for our staff. RECOGNITION NIGHT 2023 We were very privileged to have Deputy Prime Minister and Coordinating Minister for Economic Policies, Mr Heng Swee Keat, as our Guest of Honour, for the Recognition Night 2023 on 8 December 2023. There was a total of 73 awards presented including the prestigious H K Lau award, Distinction, Excellence, Merit, and Friends of Lions Home awards. These were given to the various Lions Clubs in Singapore, individuals, and organisations for their invaluable contributions. FINANCIAL STATUS For FY2023 (ending 31 March 2024), I am pleased to report that we have an operating surplus of $1.034 million. This was mainly derived from the investment income which we have placed with two investment banks in Singapore. The government subvention and various government grants have increased by 13.5% which allows Lions Home to continue to provide excellent care to the elderly residents under our care. It is always a challenge to manage the rising costs in nursing homes, especially staff-related costs which we have seen an increase of 10%. The rising staff-related costs has been partially supported by the government grant. Overall, the total cost has increased by 2.5%. Lions Home is always thankful and grateful to our generous donors
ACCOLADES We are honoured to be receive various accolades over the year and it is a validation of our uncompromising commitment to quality and service. On 26 October 2023, Chief Executive Officer, Ms Doreen Lye, and Director of Nursing, Ms Patsy Pang both received the Public Service Medal (COVID-19) at the National Awards (COVID-19) ceremony. Nine staff members were also awarded the prestigious COVID-19 Resilience Medal (CRM) at the COVID-19 Resilience Medal Appreciation Event on 10 December 2023. In December 2023, Lions Home was awarded the status of Certified OJT Centre (COJTC) Champion by the Institute of Technical Education (ITE) for our efforts in staff training. FUNDRAISING The Lions Home Flag Day 2023 successfully exceeded our fundraising goal of $250,000, to raise $255,414. With the dollar-for-dollar matching under the Tote Board’s Enhanced Fundraising Programme and Community Silver Trust fund, the campaign raised over $500,000. Lions Home is grateful for the support of the Lions Clubs of Singapore, the various organisations and members of the public. STAFF NIGHT 2023 31 March 2023 marked the first time that staff at both our Bishan and Bedok Homes were able to get together in person for a well-deserved night of celebrations at the Singapore Marriott Tang Plaza Hotel. CORPORATE GOVERNANCE
website (www.lionshome.org.sg) to view the full set of Constitution and By-laws. Lions members with the skills/expertise are encouraged to serve on the Board, to ensure there is a balanced mix of competencies to fulfil its vision, mission and goals.
Executive Committee (EXCO) The EXCO, chaired by the Chairman of LHE, consists of Board members, and is assisted and supported by LHE Chief Executive Officer. The Committee advises the Board of Directors on matters relating to the Board’s governance, structure and processes, effectiveness of the Board and its members so as to ensure that the Board fulfils its legal, ethical and functional roles and responsibilities. • • Frequency of Meetings: At least 3 times a year Roles and Responsibilities of the EXCO: - To ensure that Board policies and procedures are in place, periodically reviewed, and Committee, Constitution and By-laws Committee, Contracts and Purchasing Committee, Human Resource Committee, Investment Committee, Programmes and Residents’ Financial Welfare Committee, Risk Management Committee, Strategic Partnership Committee and the Service Quality Committee. Meetings are held regularly by these committees to provide advice and execute its responsibilities.
Board of Directors The Lions Home For The Elders (LHE) is governed by a Board of Directors whose members are made up of volunteers according to its constitution. The Board’s role is to provide leadership and directions to LHE, and ensure it maintains good corporate governance in relation to the Code of Governance for Charities and Institution of a Public Character (IPC) guidelines recommended by the Charity Council. It acts as one entity and represents the interest of the Home, by governing its affairs on behalf of the general members of Lions Clubs of Singapore. The Board plans strategically for the organisation and elects members with diverse professional expertise who will contribute to the long-term development of LHE. Board members do not receive any remuneration and benefits for their involvement at LHE, and none of them held any staff appointment. Board meetings are held at least four times a year, excluding the Annual General Meeting, and Board members submit Self-Assessment Declaration Forms annually. LHE does not have related entities.
Fiduciary Duties of Board of Directors
Duty of Loyalty To place the interests of LHE first, and not to use one’s appointment as a Director to further private interests. This includes the aspect of confidentiality: members of the Board are obliged to keep LHE business private and not to discuss matters brought up during Board meetings with external parties. Duty of Diligence To act reasonably, prudently, and in good faith when making decisions, with due consideration of the current and future impact that the decisions made will have on LHE. Duty of Obedience To act within the scope of the governing policies of LHE operation and the governing laws of Singapore; to comply with the rules and regulations that apply to LHE as a non-profit organisation governed by Commissioner of Charities and Registry of Societies. Committees The Board of Directors oversees several committees, each with different and specific functions and responsibilities, and chaired by Directors. These committees include the Executive Committee, Audit and Finance Committees, Building and Maintenance Committee, Communications
recommend changes as required. To assist the Board in periodically updating and reviewing its primary areas of focus based on the strategic plan, the annual board assessment, and an annual review of a plan for board development in line with the organisation’s mission, goals, objectives, programmes and services. To ensure LHE complies with Corporate Governance Policies and Guidelines. To ensure that the Board, its committees and members comply with guidelines as set out in the LHE Board of Directors Handbook. Process and procedures for nomination, election and appointments to the Board shall be in compliance with LHE Constitution and By-laws, and other legal requirements. Investment Committee The Investment Committee understands LHE investment goals and how these objectives support its mission. It is to direct and monitor the investment of the assets of LHE for the sole interest of the beneficiaries, and advise the Board on Investment Policy. Programmes and Residents’ Financial Welfare Committee The Programmes and Residents’ Financial Welfare Committee advises and familiarises the Board on matters relating to the operations and approaches of LHE programmes and services. These include providing assistance through thorough evaluation on residents and families’ appeals for financial assistance. Service Quality Committee The Service Quality Committee oversees and reviews all aspects of quality and services relating to the provision of care and services in support of getting optimal clinical, administration, operation and financial outcomes for LHE stakeholders and beneficiaries. Strategic Partnership Committee The Strategic Partnership Committee (comprising Fundraising and Volunteer Outreach procedures are in place to identify, assess and manage risks (Financial Risks, Operations Risks, Workforce Risks, Beneficiaries/Clients Risks and Reputational Risks) from a strategic and operational perspective. Risk Management Committee The Risk Management Committee has an oversight responsibility to ensure LHE maintains a proper system for risk management. To ensure LHE, being an IPC Charity, is in compliance with the Code of Governance guidelines issued by the Charity Council, the development and implementation of LHE Risk Management Framework and appropriate of Human Resource Policies and Procedures for employees of LHE. The committee meets twice yearly to deliberate on personnel matters and remuneration.
Policies Code of Conduct and Ethics LHE has in place the respective Codes of Conduct and Ethics (Codes) which are applicable to the Board, staff and volunteers. The Codes have been issued to ensure that its Board members, staff and volunteers are committed to maintaining high standards of professionalism, honesty and integrity in discharging their duties and responsibilities. Communications and Social Media Policies LHE has a Communications Policy to effectively communicate matters relating to its mission, services, activities and programmes, and respond readily to requests of such information to the public, Ministry of Health, Lions Clubs of Singapore and other stakeholders. As LHE uses social media as a platform to build relationships with the healthcare field, its clients, the media and the public, it has a Social Media Policy to provide guidance to anyone using LHE’s social media sites. LHE shall make continuous effort to build up a positive image and represent the interest of its residents in the Bishan and Bedok Homes. The Management Board shall ensure that LHE does not engage in any form of party politics or misrepresent itself to the public. It shall avoid affiliation with organisations or companies that would damage the reputation of the organisation. The Communications Committee, along with the Corporate Affairs Department, will assist Chairman of LHE in vetting all public relations and fundraising materials and press releases. The Chairman of Communications Committee will vet all information to be released to the Committees) meets several times a year to plan and oversee fundraising strategies for the development of LHE programmes and services to achieve its vision and mission, whilst ensuring compliance of fundraising activities.
Audit and Finance Committees
The Audit Committee assists the Board to safeguard the Home’s assets and provide a channel of communication between the Board and external auditors. The Finance Committee, chaired by the LHE Treasurer, ensures that financial statements are properly prepared and audited in accordance with existing rules and regulations (Financial Reporting Standards). This Committee also ensures the legitimate use of LHE financial resources. Both committees meet few times a year to review and approve audited financial statements, and prepare the annual budget. Building and Maintenance Committee The Building and Maintenance Committee advises, assesses and oversees the necessary upgrading and maintenance of both the Bishan and Bedok Homes. Communications Committee The Communications Committee serves to enhance ethical practices in engaging with the media, general public and authorities, and to assist the Board to build a positive image of LHE in promoting good relations with stakeholders. Constitution and By-laws Committee The Constitution and By-laws Committee reviews, evaluates, formulates and recommends changes to the Constitution and Human Resource Committee The Human Resource Committee assists the Board to ensure the formulation and implementation The Contracts and Purchasing Committee receives and reviews proposals and quotations to ensure procurement and contract services adhere to the Procurement Management Policy. Loan Policy LHE has a Loan Policy that it will not grant any loans or make any donations to staff or external parties at all times. Investment Policy LHE will only save its excess funds in low-risk investments. If there are any reasons for LHE to make any other investments, approval must be obtained from the Management Board before such investments are made. Personal Data Protection Policy LHE has a Personal Data Protection Policy which provides information on how we collect, use data and to whom we may disclose. Policy of Avoidance of Potential Conflict of Interest LHE, including all its Directors and staff, shall avoid any conflict between their own respective personal, professional or business interests and the interests of LHE, in any and all actions taken by them on behalf of LHE in their respective capacities. The Board of Directors reviews the conflict of interest policy annually and completes the Policy on Conflict of Interest and Declaration, Conflict of Interest Disclosure Statement and Disclosure of Statement in January every year. Key staff also declared conflict of interest at the beginning of the year. Under any circumstance, in the event that any Director or staff shall have any direct or indirect interest in, or relationship with, any individual or organisation which offers to enter into any transaction with LHE, including but not limited to the following areas: • any sale, purchase, lease or rental of any product or other asset, with any vendor. mass media, before submission to the Management Board’s approval.

If a person suspects that the LHE or its partner(s) of any misconduct stated in the above paragraph and he/she wishes to submit a report, the report shall be addressed to the

Such person shall give notice of such interest or relationship and shall thereafter refrain from discussing or voting on the particular transaction in which he/she has an interest, or otherwise attempting to exert any influence on LHE to affect a decision to participate or not participate in such transaction. In addition, there is no paid staff who are close members of the family of the Chief Executive Officer or Board Member, who receives more than $50,000 during the year. Reserves Policy LHE has a Reserves Policy to ensure proper management of its resources in order to sustain a working capital for ongoing programmes and services for our beneficiaries. The policy of cash reserves ratio to operating expenditure is three years of LHE annual operating expenses. Such reserves shall be invested in principal guaranteed, risk-free investments. Whistle Blowing Policy LHE is committed to maintaining high standards of professionalism, accountability and integrity in its conduct of business, and does not tolerate any form of unethical, illegal, dishonest and improper activity. The whistleblowing policy aims to provide an avenue for LHE employees and external parties to report an activity that he/she considers to be unethical, illegal, dishonest or improper, without fear of reprisal or unfair treatment. Anti-Money Laundering and Terrorist Financing Policy (AML & TF) This policy provides an understanding of the requirements of Anti-Money Laundering and Terrorist Financing concerns as applied to LHE. It articulates the actions and procedures required of LHE to conform with the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act (CDSA) and the Terrorism (Suppression of Financing) Act (TSFOA). The policy guides LHE to conduct periodic review of its internal controls, policies and procedures, key programmes and partnerships to protect LHE from actual or alleged abuse of fraud, ML and TF. For an effective investigation and evaluation, the whistleblower is encouraged to identify himself/herself, provide his/her contact details and give as much specific information as possible on the concern raised. All concerns and/or identity of the whistleblower will be treated with strict confidentiality.

Nurses' Merit Award 2023
National Day Celebrations
Residents’ Artwork Displayed in Community The artwork proudly created by our residents at Lions Home Bishan was displayed at the National Day Art Gallery at Block 170, Bishan Street 13 in August 2023. The art gallery featured a series of National Day themed artwork made by the Bishan East Zone 4 Residents' Committee and other members of the Bishan community.
Senior Clinical Educator, Ms Monica Jayarani, received the Nurses’ Merit Award on 19 July 2023. The awards are presented to nurses who have displayed noteworthy and exceptional performance and contributed to raising the nursing profession.
As part of ACES Care’s continual efforts to bring the National Day joy and festivities to seniors in nursing homes and community hospitals, they kicked off the first of their National Day celebrations at Lions Home For The Elders on 1 August 2023. Also joining in the celebrations were volunteers from Standard Chartered Bank.

Lions Home T-shirt Design Competition 2023 Two winners emerged for the inaugural Lions Home T-shirt Design Competition 2023 - Tan Yi Faye from Temasek Polytechnic and Yong Jun Kai from Wellington Primary School. The joint winners rose to the design challenge to incorporate the competition’s theme, ‘Home Is Where The Heart Is’, into their submissions. Lions Home For The Elders’ first-ever corporate t-shirt, launched in September 2023, features the best of both worlds from the two winning designs.
National Awards (COVID-19)
In celebration of Nurses’ Day 2023, Lions Home specially arranged for a food truck from Crowne Plaza Changi Airport as part of the celebrations for our dedicated frontline heroes and heroines on 22 August and 31 August 2023 for Lions Home Bishan and Lions Home Bedok respectively. In addition to the delicious meals on wheels, a significant highlight of the celebration was our nursing staff’s recitation of the Singapore Nurses’ Board Nurses’ Pledge. The oath serves as a reminder to uphold the dedication and responsibilities in providing quality healthcare to our residents.
Lions Home For The Elders' Chief Executive Officer, Ms Doreen Lye, and Director of Nursing, Ms Patsy Pang received the Public Service Medal (COVID-19) on 26 October 2023 at the National Awards (COVID-19) ceremonies. On the accolade, Ms Doreen Lye says, “I am dedicating this award to each and every single one of our heroes at Lions Home for their efforts in keeping everyone safe during the trying times of the pandemic, ceaselessly working beyond their call of duty. We will continue to grow and flourish as a united team, working together with one heart and purpose in providing the best quality of care.”
