EXECUTIVE SUMMARY

Surrey Police and Sussex Police work in collaboration in a number of areas including specialist crime and operations to deliver even greater efficiency and effectiveness, improving services and resilience at a reduced cost. This includes a joint operation across all estates services and property management working out of their two main HQs at Guildford and Lewes. Reporting to the Head of Estates Services, the post has responsibility for all facets of M&E engineering, energy and environmental advice services, ensuring that a high-quality service is provided to customers across all service lines throughout Surrey and Sussex. The Engineering Manager is a technical lead role undertaking ‘Chief Engineer’ responsibilities. You would be the technical expert for the Mechanical & Electrical and general property support contracts, working with the Maintenance Manager and Environmental Manager on contract performance monitoring, compliance, auditing, and general performance.

JOB DESCRIPTION

JOB TITLE Engineering Manager

JOB PURPOSE Accountable for the provision and development of a number of services including: • Engineering Advice and Unique Client Role • Energy management and procurement • Environmental engineering advice and management

in the delivery of specified services ie BMS, AMR’s etc. • All aspects of financial management, the ongoing and regular review of services and introduction of innovation and efficiencies. KEY ACCOUNTABILITIES 1. Responsible for M&E engineering, energy and environmental advice services, ensuring that a high quality service is provided to customers across all service lines, making certain that all current policies and procedures are accurate and up to date and are fully adhered to and professionally delivered 2. Accountable for the development and ongoing provision of engineering services across the Sussex Police estate, ensuring that services are provided consistently across all locations, in a professional and proactive manner, and that industry best practice is introduced and maintained in all aspects of the service. 3. To be the technical expert for the Mechanical

& Electrical and general property support contracts, working with the Maintenance Manager and Environmental Manager on contract performance monitoring, compliance, auditing, and general performance 4. Responsible for the development and introduction of a professional standard of customer engagement and communication around all responsible services, especially where there will be an impact on customers and stakeholders. 5. Responsible for the development and ongoing provision of a fully integrated M&E environmental service, working collaboratively with the Maintenance Manager, Environmental Manager and Surrey Police, ensuring that a new and positive focus is introduced and communicated to customers and stakeholders and that we meet statutory 6. REPORTS TO Head of Estates Services

Accountable for the ongoing, regular review of existing specialist services, practices and procedures, ensuring that efficiencies, innovation, improvements and commercial opportunities are identified where possible and are followed through agreed processes to ensure a positive and consistent approach across the department and organisation. 11. BUDGETARY ACCOUNTABILITIES 1. Responsible for a budget of approx. £2m per annum for energy, environmental and engineering services (exc. M&E contract). 2. PERSON SPECIFICATION

QUALIFICATIONS

Essential • Full membership of appropriate professional body e.g. CIBSE, etc. • Engineering, construction or surveying degree. • IOSH Certificate Working Safely • IOSH Certificate Managing Safety in the Workplace • NEBOSH Construction Certificate

KNOWLEDGE, SKILLS & EXPERIENCE

Essential • Proven, demonstrable experience of a senior Engineering or Estates Management position. • Extensive knowledge of engineering, utilities, environmental and Mechanical & Electrical services • Evidence of an up-to-date and ongoing Continuing Professional Development

(CPD) plan including reference to all of the designated Professional Competences.

• Strategic leadership and management of outsourced teams providing estates services within an office- based environment. • Experience of leading and contributing to organisational change management. • Evidence of successfully delivering a portfolio of services across a multi-site organisation. • Strong operational skills including resource planning and time management. • Excellent presentation skills. • Demonstrable knowledge of project management principles and experience of using these principles. • Designing, developing and implementing policy and procedures across a range of functions. • Strong negotiation skills with the ability to influence decision makers at all levels,

VETTING

Everyone working in a police environment will be vetted to the requisite level in keeping with the National Vetting Codes of Practice. The level of vetting required for a person, for both force vetting and national security vetting (NSV) will be proportionate to the role the individual carries out. Changes in an individual’s circumstances must be reported to the appropriate vetting authority as soon as possible.

TRAVEL

This role may involve travel to meetings and locations within and beyond the counties of Surrey and/or Sussex for which public transport may not be suitable. Therefore the post-holder must have access to transport and be insured for business use. Where the transport involves the driving of police vehicles, you must have a full driving licence and the ability to attain a Force Police Driving Permit.
