Founded in 1963, the University of East Anglia (UEA) is an internationally renowned University based on a campus that provides top quality academic, social and cultural facilities to over 16,872 students. Located in rolling parkland, and just two miles from the centre of the beautiful cathedral city of Norwich, the University is part of the Norwich Research Park which is home to over 1,000 scientists working in several world ranked institutions. The glass front overlooks the colourful open-air market (one of the largest in the country) and reflects the city in all its diversity. The city is consistently rated as one of the top ten shopping venues in the UK.
The University offers a choice of more than 300 courses through four faculties. The University employs around 3,520 staff – two thirds of which are full time and one third part time. More than 1,500 members of staff are academic including around 350 researchers. Administration, support, technical and general staff make up just over 2,000 in total. The University has over 16,872 students, including some 3,800 postgraduates and over 3,360 from outside the European Union from more than 75 countries worldwide.

Job Purpose To lead, develop and maintain a sustainable Engineering and Infrastructure plan to support the UEA’s built assets (buildings, plant & infrastructure) maximising a compliant, reliable, efficient function aligned to industry best practice and enacted in collaboration with the Maintenance, Projects and SUE delivery functions.
Main Duties 1. General Management Duties
• Line management and leadership of the E&I Team providing motivation, leadership, direction and guidance where needed. • Performance management including establishing, embedding and measurement of Key Performance Indicators for the E&I Team, develop appropriate action plan(s) to ensure sustainable positive development. As required by the Head of Estates Strategy and Development, analyse and evaluate management information in order to compile regular reports on progress, trends and recommendations for change. • Forecast and manage team budgets. • Uphold and promote the Division’s values. • Promote an approach & culture of continuous • Undertake HR tasks & appraisals for the E&I Team. • improvement based on innovation and industry best practice to improve service delivery, efficiency and value for money. • Ensure the best value for money is achieved using established UEA procurement principles, including budget management, invoice validation and contract procurement. The Campus is one of the most architecturally striking campuses in the Higher Education sector. The central Campus is set on a beautiful 360 acre estate in Norwich. The central Campus has a coherent built environment renowned for low energy sustainable buildings, iconic 1960s Lasdun-designed teaching and residential buildings, lord Foster’s Sainsbury Centre, innovative contemporary buildings for learning and enterprise and sensitively restored 16th century listed buildings. The western Campus, which includes the Norfolk and Norwich University Hospital Trust and the Norwich Research Park, has award-winning research and teaching buildings which are the vanguard of collaborative research and development planned for the area. Our innovative works continue to win awards and we strive to make all our developments visually enhance the Campus and promote the principles of sustainable design, smart technology and ease of operation.
Our listed 1960s buildings are being reassessed to determine how we can create world class technology and research within an existing envelope. This reassessment will provide a unique opportunity for Estates and Facilities to reimagine the original ethos and design of the University. The breadth and depth of this remodelling will be the most important development in the life of the University since it was first conceived.
The Estates and Facilities Division
Reporting to the Chief Operating Officer, the Director is responsible to the University’s Executive Team for the alignment of the Estate Strategy with the University Plan and the delivery of the work of the Estates and Facilities Division. The Division is responsible for the operation and development of the University. The Division oversees the smooth running of the Campus, from maintaining the University’s buildings and grounds, managing the car parks and security to space management and post and portering services. The Division is also responsible for the continual development of the Campus to provide the right built estate for the University’s business.

• Identify and communicate risk and inform the Head of Estates Strategy and Development of all perceived risks so that they can be managed in line with EST risk control processes. • Identify, communicate and manage own training requirements and those of team members and provide training support. • Liaise with and oversee the output of external consultants and service providers.
• Liaise with the Assistant Maintenance Manager (Work Planning) to provide advice and instruction to Maintenance in respect of the appropriate structure population and use of the departments CAFM system. • Provide ad hoc support and guidance to both Maintenance and Projects in relation to complex operational building and engineering issues. • To maintain, develop and test the sites services infrastructure emergency and critical buildings plans in support of major incident / loss of essential services.

• Under the direction of the Head of Estates Strategy and Development, develop and implement a sustainable Engineering and Infrastructure plan, operational policies and procedures. • Provide supporting knowledge, produce feasibility studies and project briefs and other tasks as required in order to contribute to the development and maintenance of a comprehensive 25-year Life Cycle management strategy / plan for all buildings, plant, equipment and infrastructure. In both practical and financial terms, take into account business risk and whole-life value for money, providing particular input on the basis of own specialist area (mechanical/electrical). • Provide technical engineering expertise, guidance and instruction to the Maintenance, BMS and Projects functions in relation to the provision of appropriate risk-based life cycle replacement, planned preventative / reactive maintenance and project specifications. • Develop and maintain the UEA Design Guide and represent the UEA’s interests in the development of briefs, specifications and tender documents. • Develop and maintain processes that ensure accuracy of built environment technical records. • In collaboration with the Estates Projects and Development Department (PEDD), ensure new build and project works are built and commissioned in accordance with agreed specification(s). • Contribute to the Energy and Carbon Reduction Plan by optimising energy consumption through efficient and effective operation and specification of buildings plant and infrastructure.
• Act as a point of reference to others and demonstrate continuous professional development by undertaking and encouraging the enhancement of specialist and technical knowledge. • Provide technical knowledge in own discipline to support Engineering Team, department and divisional initiatives. • Work effectively in collaboration with all other Estates departments; demonstrating a joined up customer focused, value for money service aligned to UEA business needs. • Develop and maintain appropriate stakeholder relationships on a formal and informal basis, both external to and within the UEA, to understand their perceptions and manage expectations accordingly. • Operate with an awareness of the UEA’s Environmental Policy and promote a culture of environmental responsibility across the University. • Contribute data to, and otherwise support the submission of information to, FOI requests and regular reporting requirements (e.g. the Estate Management Record, annually). • Represent and maintain the excellent reputation of UEA, EST and our subcontractors and agents. • General division and department support. • On a goodwill basis respond / support business critical incidents as required. • Any other duties which may be required from time to time that are reasonably requested, including occasionally working unsocial hours on a good will basis.
