EXECUTIVE SUMMARY

The University of Exeter is seeking to recruit a Senior Project Manager to play a leading role in the delivery of estate development projects across the University’s renowned campus portfolio. The University of Exeter estate comprises over 360,000m² of academic, research, administrative, commercial, residential accommodation and renewable energy infrastructure on 430 acres of land across Devon and Cornwall. The University has ambitious plans to continue the development of its estate and infrastructure, including a bold commitment to invest in sustainable buildings and infrastructure to support its goal of becoming a Net Zero University by 2030. The Senior Project Manager will lead the planning and delivery of a diverse portfolio of capital projects that emanate from the University’s capital investment programme, placing emphasis on sustainability, quality and value throughout project delivery. This role will join to lead several projects to deliver enhanced sports facilities, with projects ranging in value from £5m to £80m.

NET ZERO BY 2030

THE ESTATE

After declaring an environment and climate emergency in 2019, the University set out a plan to reach net zero before 2050. But – based on support and input from students and staff – this has been accelerated to 2030. The ambitious new target covers direct emissions (known as Scope 1 & 2) and – crucially – also includes Scope 3 (all other indirect emissions caused by the University’s activities, such as purchases). The University’s approach is based on three steps: • The top priority is reduce – for example, cutting unnecessary purchases and reducing air travel. • Next is low carbon – meaning low-emission

options will be used for necessary activities. • Finally – when the two options above have been exhausted, the University will use natural offsetting

Main purpose of the job:

The main focus of the job is to provide high quality project management for the implementation and delivery of a range of key complex and/or major capital projects within the University’s Infrastructure programme. These will include the construction, refurbishment and major planned maintenance across the University Estate, generally valued in the range £2m - £50m. The post holder will also support the Assistant Director, Capital Development in a range of other professional duties including: the production of feasibility studies, cost estimates and investment appraisals; professional and strategic advice; delivery of smaller value projects and the planning & management of programmes of work.

Main duties & accountabilities:

Carry out initial feasibility studies, with design options and budget estimates. • Support the Project Sponsor in producing the business case and other documents to comply with the University's Capital Procedures. • Ensure that initial budget estimates and sub- sequent cost estimates and budgets include an allowance for all gross costs, including allow- ances for construction, furniture & equipment, in-house costs, promotional and fund raising material, events, etc. • Produce life cycle costs and elemental life costs to include as part of the business case and develop and refine over the life of the project. • Take a proactive role in ensuring measures to minimise or reduce carbon are incorporated in projects, including minimising construction waste and encouraging flexible working and effective use of space. • Work with colleagues in Finance Services to identify opportunities for VAT savings and en- sure any required procedures are put in place and followed.

To take responsibility for the planning, implemen- tation and management of key projects within the University’s Infrastructure programme, including co-ordination of activities; managing and moni- toring University staff, consultants and contrac - tors to deliver projects within scope, on time and Work with stakeholders to define and produce the project brief for both consultancy services and works. • Engage with College and Professional Servic- es colleagues to support them in developing ‘Master Plans’ for the buildings and estate they occupy. • Establish meetings structure for Project within budget. In particular to: • Working Groups, Project Monitoring Groups, and design team meetings, etc. Lay down procedure for convening, chairing, attend - ance, function, frequency and responsibility for recording of meetings and circulation of information. Monitor communications and distribution of information. Set up and chair these meetings • With the Project Working group and other users and stakeholders, develop the initial and detailed briefs, including the production of room data sheets. Research, identify, provide

• Produce draft Communications Plan for consultation and agreement. Identify and agree who will be re- sponsible for maintaining various communications, monitor and liaise as necessary to ensure communications are maintained throughout the life of the project. • Liaise with other relevant University staff and University technical staff at key points in the project, ensuring that information flows to and from such staff. • Attend and/or prepare reports for other University committees as re - quired. • Prepare and maintain a master pro- gramme for each individual project from concept to completion. Monitor progress and take any necessary steps required to maintain key dates. • Advise upon need and selection of consultants, contractors, suppliers and staff and select and appoint in accordance with University Finan- cial Regulations, ensuring best value.

Establish their responsibilities, ensure that they co-ordi- nate their activities and monitor them in performance of duties and discharge of responsibilities, to ensure projects develop to the required standard within scope, programme and budget. • Prepare and check contract documents (using standard templates) for Forms of Agreements for consultant and contractor appointments. • Liaise with the University’s design teams throughout the projects and ensure that all consultants/in-house staff are aware of and meet the requirements of the briefs and any subsequent amendments/amplifications. • Liaise with appropriate staff within the University in respect of, for example, health and safety insurance, security, commissioning and ongoing FM and mainte- nance. • Ensure that suitable mitigation measures are in place to minimise any disruption to students, staff and other users of the campus. Plan and organise any decants, temporary accommodation and facilities in liaison with client representatives. • Represent Estates Services on University groups and at other meetings with University staff and students, de - sign teams, contractors, external bodies and the Public as required. Provide reports agendas and other mate- rial for meetings and take minutes as required.

Attainments/Qualifications Essential: • PERSON SPECIFICATION

• Ensure that the design documentation adequately reflects the brief and provides sufficient detail for tender purposes. Provide advice/ input into building specifications for projects, providing specialist advice as necessary. Establish and follow procedures for checking compliance with designs and specifications and monitor standards of workmanship and materials. • Work closely with the Project Working Group, in house and exter- nal specialists and stakeholders to identify requirements, produce specifications and tender documentation and procure furniture, AV, specialist equipment and any other items not included in the main contract. • Authorise any changes to projects after due consultation and dis- cussion with the relevant Project Working and Monitoring Groups. Ensure that 'scope creep' is minimised and any changes are con- trolled. • Monitor and control project programme and costs to ensure that projects are delivered in the required timescale and within budget. • Ensure that all project and budget information is collected and stored in accordance with the Projects QMS system, Planon FM system and requirements for capital and other monitoring. • In conjunction with the design team and relevant University staff, arrange for a post completion and post occupancy evaluation of each project and provide a written report to the Project Monitoring Group. • Provide technical advice on all aspects of construction and project management as required. • Liaise with the University’s Legal Office and appointed solicitors on any legal property matters which might arise as part of the pro - ject and incorporate within the overall project management of the project. • Working closely with Estate Services senior management, pro- vide input into the compilation of the University’s Capital Strategy programmes and College and Services business plans, including advising and guiding customers and other stakeholders, inputting into costing exercises and producing outline proposals and feasibil- ity options.

Possessing a relevant professional qualification (degree level qualification or relevant professional membership) in a built environment related discipline. Desirable: • Additional project, programme or commercial management qualifications Skills and Understanding • Good working knowledge of the Building Regulations, relevant statutory legislation and codes of practice, CDM regulations, NEC, JCT and other standard forms of contract; relevant health and safety legislation and practice. • Stong IT skills (Working knowledge of Microsoft Word, Excel and Project, Autocad). • Excellent communication skills, including report writing, production of business cases, presentational material. • An understanding of design principles and space planning. Significant recent experience in project and financial management (as lead Project Manager) of complex construction projects in the £2m to £25m value range • Experience of working as an “informed client” on behalf of a large, complex organisation. • Recent experience of working in a multi-disciplinary environment and working effectively leading and participating as a member of multi-disciplinary teams. Experience of managing staff • Experience across a broad range of property and project types including academic, research, commercial and public building types. • Experience of monitoring projects being delivered by third party development partners Behavioural Characteristics • A collaborative personality, with excellent negotiating skills.
