They learned this lesson well. Carl went on to be come Mayor of Cleveland and Louis is in his second term as Congressman from the 21 st District of Ohio. ... It was his suit against the Ohio legislature, fought through to the U.S. Supreme Court, that led to the creation of the 21 st District that he now represents. He argued that Negros had been denied repre- sentation. He won his point and the new district was created.
