Established in 1954, Camphill Village Trust is a National Charity that supports adults with learning disabilities, autism and mental health problems. We operate in both rural and urban communities, building on our care (social) farming legacy. We know that providing good quality, adapted and sustainable supported housing plays an important role in helping people to live independently. Our strategy is to invest in our homes and commercial assets (retail, hospitality, training and food production) to develop vibrant and connected communities and urban settings. Following a 100% stock condition survey, we are developing our Asset Management & Investment Strategy to address property condition, improve EPC ratings and unlock potential by developing selected properties for private rental, holiday/ respite accommodation and aim to fully let all properties. We have plans to undertake a transformational investment in Gloucestershire, including a significant infrastructure upgrade at Grange community. We will divest of assets that no
longer support our vision and reinvest this into major projects at Gloucestershire and Delrow, Watford. To achieve our ambition we have created a new Estates Directorate, in-sourcing our Repairs and Maintenance service and creating the new role of Regional Property Surveyor for the West and Hertfordshire communities. • West - responsible for Oaklands Park and Grange communities, Taurus Crafts in the Forest of Dean and a collection of street properties in Stourbridge, West Midlands. • Hertfordshire – responsible for Delrow in Watford and a collection of street properties in St Albans You will be working with Stakeholders across these communities to Co-Produce and deliver the asset management and investment plan, providing surveying expertise and managing contractors to deliver both compliance and investment projects. You will work with our Property and Repairs Team ‘PALS’ to deliver the Planned Preventative Maintenance program and provide expertise on property compliance and Health and Safety matters. We have a truly unique rural and urban estate,
with over 350 properties. The stock features artisan Stiener- design homes and buildings, through to listed period properties, former country estates, farmhouses and farm buildings. Our Portfolio The Trust has a diverse and interesting portfolio of 350 properties and other assets including, but not exclusively: • Supported Living accommodation former artisan style Steiner design homes • Two Estates with listed mansions • Working farms and smallholdings • Workshops (Woodwork, Pottery, Arts & Craft) • Music halls • Cafes • Staff offices and other support facilities The portfolio is split into two regions (the North and South/West), with a Regional Surveyor for each region. The Regional Surveyor for the South and West will cover our Gloucestershire, Stourbridge, St. Albans and Watford communities. The scale and complexity of the investment programme in the next 24 months balanced towards Gloucestershire.
About the Role
Duties & Responsibilities
• Regional ownership of Property matters within the patch, working with the Head of Assets & Compliance and the General Managers to execute the Asset Strategy at a local level • Regional lead for reviewing the Stock Condition Survey and Planned Maintenance work to agree priorities and execute the programme of work through the Framework contractor. • Working in partnership with the Service Manager and local Supervisors for PALS (in- house Property Repairs and Maintenance teams) to deliver the Regional Property KPIs and support prioritisation of repairs vs planned maintenance and investment • Project Management of planned building projects, developing project plans and budget monitoring • Conduct / oversee major works surveys and complex case management within statutory compliance and ensuring value for money • Conduct options appraisals on vacant properties / investment projects. • Local ownership of leases and license arrangements for commercial properties, ensuring landlord obligations are met and
overseeing the void process. • Producing written reports to inform Executive and Investment Committee on property matters. • Site visits on a regular basis monitoring project progress and onsite activities. • Management of contractors and monitoring of PPM works delivered by our in-house maintenance teams to provide expert guidance • Working to a ‘Co-Production’ ethos with the people we support as a professional business partner/advisor for the Trust working collaboratively with the Supported Living and Green Care operations team. • Working closely with and building a rapport with the supply chain to establish excellent working relationships and leverage best value for The Trust; ensuring works are completed to budget, on time and to quality standards. • Stakeholder management is vital to this role, working closely and collaboratively with service users and their families, communicating effectively on a regular basis.
Regional Surveyor Salary:
£55,000 Location: Gloucestershire, West Midlands, and Hertfordshire
The Regional Surveyor plays a key part of the Estates team. With a unique estate consisting of urban and rural portfolio of 350 properties nationally, this is a diverse and very exciting opportunity. As the Regional lead for the portfolio in your area you will be delivering capital investment programme, major infrastructure upgrades, and planned maintenance projects as well as providing professional assessment and advice in relation to the repair and maintenance requirements to improve the condition of our unique property portfolio. This position plays a crucial role in assessing and recording the condition of our properties, project management of investment projects and programmes of work. You will ensure timely completion of works, to quality and budget; overseeing contractor activities to ensure safe working practices are adhered to.
The Trust is developing an environmental strategy roadmap towards NetZero. You will be involved in developing and implementing this strategy, knowledge and experience of sustainable property management is highly desirable. Location: A hybrid working role, balanced with time on site working from our communities and home. Geographically covering Gloucestershire, Stourbridge, St. Albans and Watford communities. The scale and complexity of the investment programme in the next 24 months balanced towards Gloucestershire. You will therefore ideally be located within easy reach of Gloucester and for monthly visits to Stourbridge / North London and therefore within the M5/A40/M40/M4 Triangle.

• Salary of circa £55,000 • 25 days annual leave statutory plus bank holidays • 45p per mile for all work journeys is provided • Sick pay entitlement after 1 month.

You should be comfortable working alongside contractors, suppliers and individuals with learning disabilities / autism always championing their needs. You will have great attention to detail and be able to manage both contractors and the relationship with your peers across the business.
Personal Attributes
• Proven experience of delivering similar works. • Extremely organised and able to manage complex workloads. • Full working knowledge of property compliance in a housing or supported living setting. • Experience of delivering carbon reduction and sustainability projects. • Excellent IT skills (MS Office and Excel to intermediate standard). • Report writing and options appraisals for property solutions.

Knowledge & Experience
Essential: • Significant knowledge/understanding of Property construction methods, CDM requirements, maintenance and repair. • Management of contractors and suppliers respectfully. • Detailed understanding of Project management techniques/governance • A strong understanding of Statutory compliance requirements in regard to property, such as Fire, Asbestos, Water Hygiene, Gas and Electrical. • Experience of Asset Management Systems. • Experience in a social housing, supported living charity or similar residential not-for- profit organisation. • Exceptional stakeholder management experience; working closely and collaboratively with service users and their families.
• Experience of managing new build, infrastructure and refurbishment projects. • Excellent written and verbal presentation and communications skills. • Experience of writing and presenting reports and Project updates for senior management. • Experience in leading people (in-direct and potentially direct reports) Desirable • A minimum of 5 years’ experience in a similar role. • Experience in scheduling and delivering programmes of work. • Experience of similar ‘social value’ enterprises with environmental credentials
Qualifications
Essential: • FRICS, MRICS, AssocRICS or MCIOB accredited professional qualification. • IOSH/NEBOSH Desirable • Project management qualification (e.g. APM, Prince2) or suitable experience in managing similar projects. Other • Full, clean driving licence • Supportive of Camphill Village Trust values. • Satisfactory standard DBS check. • Ability to be flexible, willing to travel and stay away overnight on occasions.
