You are a transportation inspector working for a small city that started a bus route three months ago
using a 15-passenger van. If the average ridership (the average number of passengers at any one time) drops below seven, the city may stop the service. As you analyze the data, you notice a possible proportional relationship between the average ridership and the on-time percentage (the percentage of the time the bus arrives at stops within 10 minutes of schedule). At 96% on-time, ridership is 12.3 passengers. At 72% on-time, it’s 9.2.
