INTRODUCTION

Thank you for your interest in the Estates Property Manager post at Essentia.

Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations. Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

Estates Property Manager

The role of Estates Property Manager is vital to delivering the Trust’s portfolio strategy through effective estate management, as part of its Property Services team. Reporting directly to the Head of Property, the role ensures promotion of the Trust’s considerable property interests, acting as the go to advisor on estate related matters. Offering a broad range of general practice surveying duties, the Estates Property Manager is responsible for implementing and overseeing rent reviews, lease renewals, planning, rent collection, acquisitions and disposals of land and property and acting for the Trust as both landlord and tenant across its incredibly diverse and large-scale London portfolio comprising of over 5 million sqft of space, with annual rent income of c. £10m and rent expenditure of c. £17m. A Chartered Surveyor, the successful candidate will have proven experience of a diverse range of estates management responsibilities across a large scale and varied estate portfolio. Experience within the healthcare sector is preferred, however is not essential. It is vital that the postholder has exceptional interpersonal and communication skills coupled with the ability to work in a collaborative manner with a multitude of stakeholder groups whilst achieving results.

About the Trust

Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation

trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services . Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic

business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.

Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. Our adult community services achieved a rating of ‘outstanding’.

The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary

A Estates Property Manager is required to join the small Property Services team at Guy’s & St Thomas’ NHS Foundation Trust to support the Head of Property in protecting and promoting the Trust’s considerable property interests. The post holder will lead on a wide range of property management issues on a varied portfolio of healthcare and commercial premises based in central and south east London and south east England. The role will include the implementation and overseeing of rent reviews, lease renewals, acquisitions and disposals; acting for the Trust as both landlord and tenant. DUTIES AND RESPONSIBILITIES

Operational Delivery • Responsible for the day to day management and professional work relating to the property portfolios of Guys and St Thomas NHS Foundation Trust in accordance with landlord and tenant legislation and good estate management practice and dealing with, lease renewals, grants of new leases, landlord consents, property inspections, rent arrears and debt recovery and the co-ordination and calculation of service charges. • To provide and receive highly complex, sensitive and contentious information and deal with it in an appropriate manner. To be able to brief senior managers in an efficient and succinct fashion. To make cogent judgements across wide estate issues taking into account legislation and conflicting demands. • To plan and co-ordinate a broad range of complex activities including legal, planning applications and occupations across the Trusts estate and to adjust plans and strategies to meet priorities. Sustained periods of mental concentration will be required and an ability to adapt to unpredictable work patterns. The working environment is fast paced and changeable. • Respond to planning applications on behalf of the Trust for adjacent property developments to protect the Trusts interest. This will include representing the Trust at external meetings. • Support the CAD team by providing accurate up to date information on plans and information of the whole estate covering all aspects of information necessary, including legal plans. • Liaise with non-Trust occupants of Trust space to assist in the preparation and maintenance of service level agreements for the provision of utilities and building and engineering maintenance. • To use computer software to develop or create reports and documents and to have wide experience of storing and managing legal property documents. Contract Management • Lead on complex negotiation’s on new lettings and lease renewals and undertake general estate’s management work relating to Guys and St Thomas NHS Foundation Trust. • Negotiate and agree terms for licences, wayleaves and easements in respect of the Trust’s property and investigate and resolve encroachments on Trust holdings. • The post holder will be an authorised signatory to a pre-agreed delegated budget and will provide support in managing the overall Property Services’ budget currently in the order of £19 million pa.

• Identify property savings and new revenue streams and to ensure their implementation to meet the Trust’s Cost Improvement Plan. • The preparation of particulars and marketing of land and property for sale or to let. • To provide valuation advice to Head of Property and generally to assist with the valuation of Trust properties as required. • Support the Head of Property in preparing regular reports on legal and planning issues for the Trust Board and sub committees. To support the implementation of the evolving strategic estate development plan and to lend property specialist assistance to Capital Project colleagues. • Responsible for ensuring the accuracy of the Trust’s asset database for property information and to undertake the audit of maintenance of Estates’ records on the Trust’s MiCAD system. • To ensure that key and trigger dates are accurately uploaded to the Trust’s electronic management system and that such dates are responded to and actioned as appropriate. • Procure and recommend the appointment of third party consultants and agents or other service providers in accordance with the requirements of the Trust’s Standing Financial Instructions. • Manage consultants’ and multidisciplinary team’s workload and outputs to ensure delivery to agreed timescales. • To foster and maintain a good working relationship with third parties and to assist in managing the Trust’s appointed solicitors. • Represents the Trust at formal board meetings with both internal and external stakeholders. Liaise with external partners and lead negotiations where appropriate with internal and external groups and contractors as required. • To regularly undertake property inspections and site visits of occupied and vacant buildings and land. • Such other duties as may be specified by the Head of Property Services.

PERSON SPECIFICATION

Qualifications/Education Essential

Educated to degree level or the equivalent level of knowledge, skills and experience. Chartered Surveyor or qualifications and experience leading to Chartered status. Expert technical knowledge in Property Management.

Desirable Evidence of recent continuing professional development.

Experience Essential Extensive experience in Property Management in a large property and varied estate portfolio. Experience of managing major asset portfolios. Experience of strategic asset management. Effective leadership. Experience of representing an organisation at high level meetings with internal and external bodies. CAD/space management experience. Desirable Understanding of financial and environmental risks of poor space utilisation. Experience within the NHS or other public sector body.
