• Article 15 Aquatic Weed Control Act of 1991. Governs the control, removal, or destruction of any noxious aquatic weed located in the waters of the State or in areas adjacent to such waters wherever such weeds threaten to invade such waters. • Article 19B Plant Protection and Conservation Act : The recreational needs of the people, the interests of science, and the economy of the State require that threatened and endangered species of plants and species of plants of special concern be protected and conserved, that their numbers should be enhanced and that propagative techniques be developed for them. • Article 31 NC Seed Law : Regulates the labeling, possessing for sale, sale and offering or exposing for sale or otherwise providing for planting purposes of agricultural seeds and vegetable seeds; to prevent misrepresentation thereof; and for other purposes. • Article 36 Plant Pests : Any insect, mite, nematode, other invertebrate animal, disease, noxious weed, plant or animal parasite in any stage of development which is injurious to plants and plant products. Any plant, plant product, object or article which has been, or which the Commissioner of Agriculture or his agents have reasonable grounds to believe has been exposed to a plant pest, may be treated as a plant pest per this Article. • Chapter 113 : Conservation and Development (covers state forests and park topics, fire control, game laws, trapping, conservation agencies, coastal fisheries,
• Endangered Species Act of 1973 establishes protections for fish, wildlife, and plants that are listed as threatened or endangered; provides for adding species to and removing them from the list of threatened and endangered species, and for preparing and implementing plans for their recovery; provides for interagency cooperation to avoid take of listed species and for issuing permits for otherwise prohibited activities;
provides for cooperation with States, including authorization of financial
assistance; and implements the provisions of the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES). • Land and Water Conservation Fund Act (LWCF) was established by Congress in 1964 to fulfill a bipartisan commitment to safeguard natural areas, water resources and cultural heritage, and to provide recreation opportunities to all Americans. The fund helps strengthen communities, preserve history and protect the national endowment of lands and waters. • Farm Bill (e.g., Agriculture Improvement Act of 2018) provides conservation incentive programs for America’s farmers and ranchers through reauthorization and expanded flexibility of NRCS conservation programs. Programs include the Conservation Stewardship Program; Agricultural Conservation Easement Program; Environmental Quality Incentives Program; and Regional Conservation Partnership Program. • Plant Protection Act (7 USC Chapter 104) establishes regulation of movement (import, export, trade) of plant pests; create a
