Chapter 1 Introduction
• Appendices provide supporting information and documents that are referenced throughout the Plan, including tables, figures, and reference documents. Refer to the Table of Contents for a complete list of all tables, figures, and other materials included within the chapters or provided in the appendices. • References for the SWAP have been moved from the end of each chapter and are now provided in a separate section at the end of the document. This was done to reduce redundancy and reduce the size of each chapter. 1.4 Potential SWG Program Changes Currently, SWG program funding is provided through annual federal apportionments and is therefore subject to fluctuations and inconsistency every year. Various initiatives for a new funding model have been considered since AFWA convened the Blue Ribbon Panel on Sustaining America’s Diverse Fish & Wildlife Resources. The Panel comprised 26 business and political leaders who support state conservation efforts. The Alliance for America's Fish & Wildlife was formed out of the Blue Ribbon Panel efforts with the purpose of finding ways to provide sufficient funding to conserve the diversity of fish, wildlife, and their habitats to help keep common species common and reduce the need for federal protection listing under the Endangered Species Act. AFWA, the Alliance, and various NGOs and interest groups continue to work with members of Congress to find ways to provide permanent funding for nongame wildlife conservation.
