Chapter 6 Conservation Goals and Priorities

6.4.9 Department of Defense (DOD) The Department of Defense’s (DOD) Natural Resources (NR) program supports the military’s testing and training mission by protecting its biological resources. The NR program provides policy, guidance, and oversight for management of natural resources on approximately 28 million acres nationwide of military land, air, and water resources owned or operated by the DOD. North Carolina DOD facilities include:

The DOD’s NR program’s goal is to support the military’s combat readiness mission by ensuring continued access to realistic habitat conditions, while simultaneously working to ensure the long-term sustainability of our nation’s priceless natural heritage. The program implements several initiatives and management strategies to conserve and protect federally listed species, provide climate change tools and workshops, address invasive species, and conserve and protect pollinators found on military installations. The NR program’s responsibilities include: • Overseeing development and implementation of natural resource-related policy guidance, procedures, and metrics; • Ensuring military compliance with policies, Executive Orders, and legislative obligations; • Responding to Congressional inquiries; • Managing natural resources allocation programs; and • Coordinating with external stakeholders, including NGOs, states, and other federal agencies.

Key DOD programs and resources that support conservation priorities described throughout this Plan include the following.

• The Eastern North Carolina Sentinel Landscape (ENCSL) was established in 2016 and spans nearly 11 million acres across a 33-county region in North Carolina’s coastal plain and sandhills. The region is home to seven key military installations and ranges—Fort Bragg and Camp Mackall, Seymour Johnson Air Force Base and the Dare County Range, Marine Corps Base Camp Lejeune, and Marine Corps Air Stations Cherry Point and New
