To these ends… • IGRA restricts the use of Net Gaming Revenue • Discourages Per Capita Distributions • Creates a Watch Dog Agency and gives it the Authority to Monitor • Provides for Criminal Penalties • Provides that the Indian tribe will have the sole proprietary interest and responsibility for the conduct of any gaming activity (with exception); • Requires submission of Audit Reports • Requires review and approval of management contracts • Restricts management fees & contract terms
