Scriven has, in his academic writing, maintained that cost analysis is the missing component of professional evaluation. The academics began working on the project in 2012 but were delayed by illness and other personal challenges. The project resumed in 2019 and was completed during the COVID-19 pandemic. “We have written this book to present a gentle learning curve. We endeavoured to make it user-friendly and pragmatic, straightforward and clear. In particular, we have attempted to avoid the complex economic and statistical jargon, notation, and formulas common in other texts

which can prevent persons without strong mathematical or economic backgrounds from using cost-related evaluation procedures,” Dr. Persaud said. She paid tribute to Professor Scriven, who, like the reviewers, delivered remarks virtually during the ceremony held at the Sagicor Cave Hill School of Business and Management (SCHSBM). Professor Yates thanked Professor Scriven for presenting the idea and recognising its importance. He also thanked everyone who contributed, including his co-author. “I’ve written a number of books, but it was the first time I’d written with a colleague. Dr. Nadini, I firmly believe it wouldn’t have happened without you.” This is the third book Dr. Persaud has co-authored. The others are entitled Nuts & Bolts of Research Methodology: From Conceptualization to Write-up and The Role of Monitoring and Evaluation in the UN 2030 SDGs Agenda. During the ceremony, the book was officially dedicated to Professor Scriven in recognition of his sterling contribution to the development of the evaluation profession. u

Despite her critique of insufficient critical analysis of behavioural economics or behavioural public policy in the book, Dr. Marra said it did not take away from its relevance and usefulness. She disclosed her intention to use the text in her teaching and to recommend it to her colleague evaluators. Meantime, Dr. Schröter gave kudos to the authors for, among other things, their focus on financial cost considerations and how this linked to general management and accounting concepts and tools. “I think it’s the first interdisciplinary text in cost inclusive evaluation. Other texts have focused on ... education, for example, or have been on accounting or economics-specific disciplinary textbooks.” T he Associate Professor commended the authors for their use of supporting graphics and tables and the inclusion of suggestions for further reference. She was hopeful there would be a second edition to expand on the current publication, allow for audible and electronic access, and provide a case study to demonstrate all aspects of cost- inclusive evaluation. The book was influenced by the award-winning, England- born Professor Michael Scriven , a mentor of Dr. Persaud, who had approached Dr. Yates years ago with the idea.
